This study has the goal of comprehending the process of decentralization of the educational policies on the municipality management, aiming at the identification of the autonomy of the municipality on the elaboration and implementation of the Joint Action Plan (PAR) in four different locations in the state of Mato Grosso do Sul, Brazil, in the period 2007-2010, technically and financially supported by the Union. Methods: The study involved an exploratory-descriptive and critical investigation, covering relevant articles and theses. Although the relationship between programming, robotics and education has a long history, these specific knowledge and skills were not explicitly included in the official documents of the Latin American education policy until recently. Argentina is the first South American country in which programming and robotics are included in the basic contents of compulsory education. In this article, based on a qualitative analysis of a set of official documents, we propose to explore the arguments favoring the inclusion of programming and robotics in formal education, and the way in which they are suggested to be incorporated in classrooms.

Argentina es el primer país de América del Sur en el que la programa­ción y la robótica se incluyen entre los contenidos básicos de la educación obligatoria. In labor markets where disadvantaged students are discriminated against, merit-based college scholarships targeting these students could convey two opposing signals to employers. There is a positive signal reflecting the candidate’s cognitive ability (talented in high-school and able to maintain a high GPA in college) as well as her soft skills (overcoming poverty). There is also a possible negative signal as the targeting of the scholarship indicates that the beneficiary comes from a disadvantaged household. We conduct a correspondence study to analyze the labor market impact of an inclusive education program. The study focuses on the perception by children, parents, teachers and principals of educational institutions of the three rural regions of Peru about the implementation of the One laptop per child programme. It identifi es basic economic, social and cultural defi ciencies within the population as an obstacle to benefi t from the technological resource and points out the State’s inadequate administrative management. Based on the perception of the students, this study analyzes whether the Beca 18 Program implements the approach and application of an intercultural educational experience in the development of the career of its scholarship holders. It also analyzes whether the tutoring area of the Institute develops a socioemotional and academic accompaniment by applying activities that revalue the intercultural component of its scholarship holders. The methodology used was qualitative, with an interpretative design.
