The present article analyzes the importance of functional or program budgets in the public sector, as well as their implementation in Peru. In this context, the author defines functional budgets as a tool for public planning and management that allows for the allocation of public resources based on specific objectives, through the identification of programs and projects that can best contribute to achieving said objectives. On the other hand, it is established that the implementation of such program budgets in Peru has posed a series of challenges and difficulties due to the lack of serious plans, the broad powers of the legislative branch, as well as the null capacity for monitoring and the lack of continuous evaluation of programs by the government. OBJECTIVE: The absence of an universal classification for hyperthyroidisms (HT), give rise to inadequate interpretation of series and trials, and prevents decision making. We offer a tentative classification based on gammagrafic and functional findings. MATERIAL AND METHODS: Clinical records from patients who underwent thyroidectomy in our Department since 1967 to 1997 were reviewed. Those with functional measurements of hyperthyroidism were considered. All were managed according to the same preestablished guidelines. RESULTS: HT was the surgical indication in 694 (27,1%) of the 2559 thyroidectomies. This research focused on the synthesis of a functional alginate-based material via chemical modification processes with two steps: oxidation and reductive amination. In previous alginate functionalization with a target molecule such as cysteine, the starting material was purified and characterized by UV-Vis,1 H-NMR and HSQC. Additionally, the application of FT-IR techniques during each step of alginate functionalization was very useful, since new bands and spiked signals around the pyranose ring (1200–1000 cm−1) and anomeric region (1000–750 cm−1) region were identified by a second derivative. This article intends to analyze treatment and functions assigned to the penalty by our Peruvian Constitution and the way this legal institution is conducted at the prescribed basic penalty level (imposed by the legislator ineach type of criminal offence), the specific penalty level (imposed by the judge according to its individual characteristics in each case) and at the penitentiary enforcement level. Finally recommends some considerations for carrying out a possible legislative reform in accordance with a criminal policy plan within our constitutional framework.

Arsenic contamination in water represents a serious public health issue worldwide, particularly in regions where natural or anthropogenic sources contribute to concentrations exceeding the maximum permissible limit of 0.01 mg/L established by the World Health Organization. This study evaluated the efficiency of a ceramic matrix made from red clay impregnated with ferric oxide (Fe₂O₃) for arsenic removal and water quality improvement. Water samples were collected from the Apacheta River and treated using a continuous-flow system with supports calcined at 800 °C. Arsenic concentrations were determined by spectrophotometry, and physicochemical parameters were analyzed before and after treatment. Edge detection is a digital image processing tool. It determines points in a digital image where light intensity suddenly changes. This process applies to a digital image which assumes some degree of uncertainty in the location and intensity of the pixel in the real image. In this work, we propose an edge detection model which consists in capturing this uncertainty in terms of interval images. Then we apply interval-valued fuzzy morphology to calculate the interval-valued erosion and dilation. Finally, we compute the convex combinations of the upper and lower bounds of the interval-valued erosion and dilation image, to obtain a morphological erosion and dilation respectively, and thus an edge image.

The objective of the research was to demonstrate that evidence-based learning as a didactic strategy influences the production of functional texts in university students. For this, the following methodology was used: quantitative approach, experimental level, quasi-experimental design. For data collection, the observation and survey technique was used: the instrument used was the rubric —differential semantic scale—, and knowledge test —measures the intellectual part—. To express the data, visual representations, tables and figures were used, obtained through the SPSS v.26 software. The statistical results allowed us to test the hypothesis through the Mann-Whitney U, indicating that the experimental group presents a better result in relation to the control group. In conclusion, evidence-based learning is an advantage for the development of the production of functional texts.

In this paper, we have performed a closed-form calculation of the radiation pattern of a base station antenna by using Ad Hoc Bessel-Fourier expansion. Childhood malnutrition and anemia constitute a serious public health problem, driving the search for foods enriched with protein and vitamin supplements to help reduce this issue. In this context, the present research was developed with the objective of creating a protein rich, probiotic, and energy boosting becerage based on mango (Mangifera indica), whey, and Lactobacillus casei. Five treatments were formulated with different proportions of mango pulp and whey (T1: 90/10, T2: 70/30, T3: 50/50, T4: 30/70, and T5: 10/90, with two replicates per treatment. The bererages were inoculated with L. casei, and the pH was monitored every 48 hours for 14 days.
