Organizational change is a topic that has been increasingly developed methodologically in the last seventy years after Kurt Lewin in the 1950s raised this topic under the Theory of Fields or Forces. This scientific article has the purpose of disseminating some results of the Research developed by the author around the Theory of Change. The research was developed with a semi-qualitative approach of a theoretical nature where the topic of organizational change has been discussed and how companies and organizations today fail to obtain good results in their change processes. The aim of this article is to think about public policies, their nature, and the role the State is to perform. Public policies show a way to people, and given the complex nature of social, economic and political reality, a topic to be studied is the quality of policies. Reality is in continuous change and processes can present surprising turns. International scene is under transformation. The intensifying impacts of climate change pose a serious global threat, particularly for rural populations whose livelihoods are closely tied to natural resources. Yet there is a lack of critical understanding of how asymmetric power dynamics shape the vulnerabilities of such populations under climate change. This article examines the interrelations between smallholders’ climate-related vulnerability experiences and power relations across multiple scales of climate adaptation in the Peruvian Andes, a region susceptible to increasing climatic threats. The analysis draws on a case study conducted in the Mantaro River Valley in Central Peru using qualitative methods: open-ended interviews, participant observation, and document analysis. Even academia has proven little interest in communicators for development and social change, a practitioner that play an important role in development processes in order to promote the participation of stakeholders. Se realizó un experimento para evaluar los efectos del descanso al pastoreo sobre la estructura de la vegetación, la función hidrológica y el estatus ecológico en pastizales de condición regular para vacunos. El área de estudio está ubicada a 4 095 msnm, en la comunidad campesina Cordillera Blanca, Región Ancash, Perú. El diseño experimental fue factorial 2 x 2 en bloques, donde los factores fueron: a) dos sistemas de pastoreo P1: Pastoreo no controlado en tierras de usufructo comunal y P2: Descanso o exclusión total de pastoreo, y b) tres años de monitoreo comprendidos entre el 2011 al 2013. Although Peru is highly vulnerable to climate change, their ability to internalize this problem is weak, is handled as an environmental issue and not as an integrated set of policies and development actions. This reflects weak governance. CONAM, which depended on the Council of Ministers was in the right line, but without the necessary mechanisms for success on this line of decisions. In Peru, the issue focuses on improving the efficiency of processes, neglecting the demand side and the sustainability of the process. Climate change is a cross-cutting process that cannot cope with sector policy, it is not an environmental problem.

At the multiethnic and multicultural colonial Paraguay’s space, some people played a central role as intermediaries between different cultural traditions. Within this context, in the reducciones de indios emerged a new kind of actors who displayed a diversity of strategies in order to preserve indigenous welfare as self-profit. These were the guaraní leaders, a kind of cultural bridges as well as political and economic agents because of the daily practices they play in thecolonial society.

Teachers´ engagement in change processes is closely related to their attitudes and views on education. Therefore, any successful educational change demands that teachers reevaluate their profession, as personal and professional factors are clearly relevant. The goal of this study is to test a predictive statistical model of teacher´s engagement in educational change considering personality factors and self-evaluation. The random and representative sample of Peruvian teachers comprised of 888 subjects. Results show good model fit and a strong predictive power on educational changes. The study confirms that personality and selfconcept are strong predictors on teacher´s engagement with educational change.
