This article arises in view of the objective need to determine what are the causes why the Peruvian university, in general, is facing the current crisis that can be perceived as a product of the lack of application of a good part of the scope established in the National Strategic Plan regarding the university and its operation. This lack of application is what has resulted in the conditions that are seen within the problematic of university education, trying to explain it in the best way to understand this conflictive situation. The general conclusion is aimed at determining guidelines that lead to understand the underlying problem and to be aware of the need for competent authorities to act on the aforementioned crisis in order to seek to reverse the current situation that is occurring.

Objective: To evaluate the history of cataract and vision problems in people over 50 years of age in Peru. Methods: Secondary database analysis of the Demographic and Family Health Survey (ENDES) 2016. We included 7970 adults over 50 years of age. We evaluated the indicators of interest at the national and regional level. Likewise, we analyzed factors related to these events using a multivariate Poisson model. Results: 13.6% (95% CI: 12.8-14.3%) had a history of cataract, 20.4% (95%CI: 19.5-21.3%) had long-distance vision problems. (LDVP) and 29.4% (95%CI: 28.4-30.4%) of short-distance vision problems (SDVP). In the multivariate model, we observed that people with a history of high blood pressure, a history of diabetes, and older age groups were significantly more likely to report a history of cataracts and vision problems. Advances in science and technology are rapidly transforming many aspects of human life. In this context, the author argues that the law must act as a "bridge" between these advances and the values that society has privileged. Advances such as artificial insemination and extrauterine or in vitro fertilisation, which are emerging as alternatives for people who cannot conceive naturally, raise a number of ethical and legal challenges. This article analyses this issue from a legal perspective, without losing sight of the prevailing values of society. It is important and crucial to begin in a committed way to face the different ocular diseases chronologically framed according to statistical, epidemiological and demographic studies in each region of the country to improve the level of attention of the population.This would lead to the formation of multidisciplinary teams that work inter-sectorally to combat the prevailing pathologies of eye problems: in neonates such as Retinopathy of Prematurity (ROP), Retinoblastoma, visual defects and amblyopia of childhood and adolescence; infectious and degenerative conditions of the ocular surface such as pterygium, an important cause of blindness, various types of conjunctivitis and corneal ulcers that compromise vision; and in the elderly, glaucoma, cataract and retinal, macular and vitreous problems associated with systemic, metabolic and degenerative diseases.

Migration is a multidimensional phenomenon that, historically, has developed since the emergence of humanity, due to the movements of human groups for different causes or purposes. Nowadays, migratory flows stem from different economic, political and social aspects that are immersed in globalization; for example, capital mobility, job search, ethnic or religious differences, armed conflicts or poverty. These factors have become radicalized over the years to the point where the living conditions of people displaced voluntarily or involuntarily have been violated. Although urban legislation is fundamental to improve the living conditions of Peruvian cities, in the case of Metropolitan Lima the regulatory framework for urban planning is, to say the least, chaotic and ineffective. For this reason, in this paper we describe and analyze the regulatory framework of urban development at the metropolitan level with the objective that the legibility of the regulations helps to improve the design of public policies and guidelines for the planning of the city. Through cabinet analysis, workshops and unstructured interviews, we studied the history, actors and instruments of the urban planning regulatory framework of Metropolitan Lima. We conclude that this legal framework currently faces critical challenges such as administrative fragmentation and lack of vision of the city, institutional weakness and the lack of systematicity in the regulations.

The paper analyzes the formation of commercial contracts in the U.S. legal system, with a focus on the problem of risk. The author examines how contract theory has developed in the United States, from a rigid and formalistic view to a more flexible approach, embodied in the Uniform Commercial Code (UCC). It also discusses concepts such as “consideration” and its importance in validating a contract, as well as the exceptions to the general rule, such as “promissory estoppel”, which allows the fulfillment of promises without direct economic benefit. El uso de los antibióticos desde los años 40 del siglo pasado permitió disminuir en forma importante y notable la morbilidad y mortalidad a nivel mundial. Sin embargo, la aparición de la resistencia antimicrobiana ha hecho que el tratamiento de las enfermedades infecciosas, se vuelva una tarea desafiante para el médico que debe brindar opciones terapéuticas, racionales y basadas en evidencias para mejorar la salud de los pacientes. Esta revisión brinda una visión panorámica sobre la gravedad de este problema y el papel preponderante que deben asumir los sistemas de salud en el apoyo a los profesionales de la salud y en la educación de los pacientes para llegar al ansiado uso racional de estos medicamentos.
