In the world of organizations, there are unwanted problematic situations based on principles not discussed but established in practice: making decisions based on concepts and pre-defined paradigms. This approach improves one aspect of the problem, but creates failures in other aspects, which becomes potentially even more serious problems. There are conceptual differences between making decisions and solving problems. The perception of complex problems begins with the identification of holistic elements of the organization: structural, process, human and change dimensions. Problem solving considers three elements: 1) defining the level of resolution or solver position, 2) choice of decision criteria or dimensions relevant, 3) choice of study, formulation and solution tools.

The aim of this study is to identify the criteria that the industrial engineer or manager as decision maker, applied to solve problems, for which you design the conceptual model approach to soft systems methodology and experimental design to validate the influence of criterion in the choice of the manager or decisor maker. The study identifies the definition of problem situation and how it faces its solution depends on the role of the decision maker, that defines the situation as a problem to solve or demonstrate problems (business case or case of inquiry or investigation), it sequence which facilitates raising and how to solve the problem, considering the efficacy and efficiency of choice. During the stage of hypothesis testing, case studies are considered as working paper, their analyzes let corroborate the hypothesis of research, which shows that the perspective of situation influences analysis and search of solution, and it is corroborated that decision maker’s position and role inside the field of action that covers problematic situation, is relevant to the best choice.

This article is derived from research on planning in the communications industry and information technology, it presents strategic process in a business context of economic success, which poor strategic vision. During final of last century was the technological breakthrough and structural change in the industrial organization of the telecommunications industry, with important economic performance and increasing volume of service even with sustained degradation customer service. It argues that technological dynamics finds no counterpart sector in improving the quality of service, as it continues to focus on profitable markets. Supranational efforts, such as the information society incorporating criteria such as digital gap, are attempts to guide sectoral.

There are organizations, known as political parties, that influencing the government, businesses, industries, and virtually crossing all fields of society. Their members have strengths that allow them to play in turbulent environments with undefined problems. Otherwise, the professional technical has weaknesses to interact when the environment is complex and problems are soft unstructured. Since the working hypothesis, “the activists of political parties have a similar profile that allows them to act effectively in diverse environments”, we design a construct and a conceptual model to identify the variables that shape the success of these. This article shows the progress of empirical qualitative research, it attempts to describe the profile of political activist and their strengths, which are required to operate adequately in changing environments.
