This article addresses the relationship between the Process and the Constitution. For this purpose, it is explained what is the object of study of the Procedural Law, and which is the litigation model adopted in article 139 of the Peruvian Constitution, why this model is about a system with its own autonomy and substantivity and not about a subsystem, and how Civil Law and Common Law converging in this model. Furthermore, the author establishes, based on the Constitution, the reason why the existing procedural guarantees in our legal system do not imply a “right to a right decision”, but only the right to a fair process, and explains the difference between “fair process” and “justice” or “judicial truth”.

This article discusses the importance of ethical legal rules and actions of judges and civil servants in Mexico for the evidentiary due process. It focuses on ethics in law, particularly in the administrative public function. The research applies the deductive method, connecting the philosophical theory and procedural aspects. Documentary sources such as national legislation and legal literature are used to support arguments. The aim is to justify the need for codes of ethics in the public power, primarily in the administrative public function. The conclusions confirm this statement.

One of the main challenges when managing software projects is determining the effort needed to deliver the product, and in Peru, public entities are aligned in regulatory compliance, which is why the use of agile approaches has increased due to the uncertainty in measuring the size of the software. In that sense, through this research, the development process for OSINFOR was improved by incorporating the COSMIC method to measure the software size and determine the effort for developments. The improved process has been analyzed in two case studies to corroborate the standard measurement and approximation approach from COSMIC method. Background: Mechanical reasoning (MR) is the ability to identify the components of a system and understand how they interact in order for the system to work. Different mechanical systems, such as those of wheels and gears, require different types of reasoning. Objective: This study seeks to analyze the relationship that working memory (WM) and processing speed (PS) have with MR. Method: One hundred seventy-three (173) university students were assessed through the DAT test which consisted of 30 MR problems, the symbol search subtest of the WAIS-III battery for assessing the PS, and the BIMET-V and BIMET-VE batteries to evaluate the WM verbal and visuospatial components. The process of Pre Pro- fessional Practice Management (PGPP) of the Universidad Peruana Union was optimized and automated, a subsidiary in Tarapoto (UPeU FT). This article analyzes the Organic Law on Higher Education of Ecuador with regards to the links and the aspects that force the Higher Education Institutions to act on the expectations and needs of the community, considering the national planning, the development regime, the worldwide scientific, humanistic and technological improvement, and the cultural diversity in the country.
