In social historical development, the base and foundation categories make up two different issues, but in turn, intrinsically connected. There is no object, field or social dimension beyond its reach. Perhaps, metaphorically speaking, base and foundation make up the seal and face of the same coin. The variables, categories, concepts, definitions, assumptions, judgments, reasoning and arguments are determined by their bases and foundations. In this article we intend to answer the questions What do we call base? And what do we call foundation? Two essential issues important for educational scientific research.

This article presents the problem of defining the concept of “competence”, due to it being an integral and complex term that has been applied in many domains as well as in a more general sense for everyday life. However, no doubt, a competence can only be tested and valuated in the practice, and it is a person who becomes competent in a context for a certain function. This article analyzes the Organic Law on Higher Education of Ecuador with regards to the links and the aspects that force the Higher Education Institutions to act on the expectations and needs of the community, considering the national planning, the development regime, the worldwide scientific, humanistic and technological improvement, and the cultural diversity in the country. The importance of the relation with the community is described and it is highlighted as the strongest indicator of universities categorization at the present time. For that effect, some ideas are provided on how a comprehensive working model should be structured for effective linkage among the university, business and community, using as reference the Academic Unit of Business Science.

The first section, studies the essential historical trends that define the current university. The second describes the influence of technological changes on university education. The COVID-19 pandemic accelerated the adoption of virtual and hybrid teaching methods, leading to substantial changes in educational approaches. This study focused on evaluating the effect of mediating technologies on post-pandemic educational processes, emphasizing their essential role in enhancing interaction and cooperation between teachers and students. Although their relevance is evident, challenges persist in terms of access, quality, and evaluation of technological educational initiatives. To address these challenges, a comprehensive literature review was conducted, examining 26 international academic studies published in the last five years. This article reflects on connectivism as a pedagogical approach for the development of learning processes that can be generated from information and communication technologies applied to education.
