The implementation of the Convention on the Rights of Persons with Disabilities posed a challenge for the countries that ratified this international instrument. In addition, Peru has signed the 100 Brasilia Rules, which requires a commitment, on the part of the courts of the signatory States. In the light of the foregoing, this article is designed to review the fulfillment of the respective good practices based on the public policies and on the inclusion of the Brasilia Rules, in the Judiciary, to guarantee the wellbeing of the vulnerable population, in particular of the persons with disabilities. To this effect, we have considered it pertinent to review the conceptual and normative framework, as well as some of the opinions of the Inter American Court of Human Rights and of the European Courts on the course to be followed to guarantee the rights of the disabled.

This article explores the convergence between the political agendas of international organizations and academic research on urban sustainability in Latin America. Using a descriptive-analytical approach, key documents are examined, including reports from UN-Habitat, the IDB, ECLAC, and ILPES, as well as representative academic articles, to identify common themes and assess the evolution of sustainability narratives. The structure of the study includes a theoretical introduction that describes the convergence between international policies and academic studies, highlighting concepts and practices in urban sustainability. Following the question “how can operators and citizens know what rights should be guaranteed to adolescents when facing criminal proceedings if we do not understand the origins of the conflict?”, an invitation is posed to reflect critically on the bases of juvenile justice, its creation, its models and its issues. Then, a compilation of international instruments is presented, which will serve as a guide for understanding what should be considered an “international standard” in juvenile justice. Instruments of the universal human rights system as well as regional instruments, such as the American and the European, are included.

The effects of foreign aid in the process of economic growth in developing countries is a subject of intense debate. While its favorable effects in the struggle with poverty are undeniable, its determining factor for economic development has positions in favor and against. This article presents a review of the literature on foreign aid, focusing on the fundamental aspects to facilitate its analysis. Other aspects that are addressed are the main arguments used to support the granting and receiving of foreign aid towards a developing country, as well as those arguments that criticize its suitability. The final part includes some conclusions about the presented arguments.

The objective of the study was to find evidence of the learning of spatial maps of albino mice in the three-dimensional space of a spatial learning and memory maze. In the last years, we are witnessing an increasingly intense process of creating instruments on labor management in the transnational scope by the multinational companies, aimed at confronting from its autonomy to the very diverse needs generated by its integrated functioning at the global scale. Currently, the physiognomy of these instruments is not yet sufficiently defined; there are notable differences between one another, depending on the company that promotes them and function that assigns them. The present paper carries out a systematization of the criteria that have been presiding its construction, as well as the lines of evolution that are drawn through them.

It is stated that it requires human rights movements with knowledge of the Inter-American system and a favorable State context of at least one branch of the State. Tests, scales and inventories are useful tools in psychology since they are used to make precise measurements and every year the vademecum of psychometric and projective instruments increases. An international website has managed to count 5247 instrument titles; that is, these tools have increased arithmetically. Having more tools is advantageous, but the new psychometric writers or test authors present so many singularities and inaccuracies in the description of their respective instruments, which make it necessary to have a glossary, a more precise dictionary that defines the fourteen most used instruments in psychology clinical, educational and organizational (Pereyra, 2020).

The United Nations Convention on the Law of the Sea, four decades after the adoption of its final text, has become the main source of the law of the sea applicable to human activities in the ocean. The almost planetary recognition and the almost indisputable validity of the Convention is based on its successful capacity to regulate the rights and obligations of the States in the maritime spaces established by it, as well as on its aptitude to adapt to the new realities and problems that the oceans face. Based on the analysis of the Convention, it seeks to understand the mechanisms that allow it to respond to the needs and interests of an international system in permanent change.

Este artículo tiene como objetivo explicar la importancia del derecho a la propiedad colectiva de los pueblos indígenas, y su interpretación y aplicación en Perú. Aborda los aspectos generales sobre los titulares de este derecho, y examina los instrumentos internacionales que lo protegen y garantizan. Así, analiza las sentencias emitidas por el Tribunal Constitucional en relación a la protección del derecho de propiedad, comparándolas con los estándares mínimos para su salvaguarda, establecidos por la Corte Interamericana de Derechos Humanos. Critica la inadecuada aplicación, por parte del Tribunal Constitucional, de los lineamientos básicos del Derecho Internacional sobre el derecho a la propiedad, que genera numerosos conflictos sociales, en los que los más perjudicados han sido los pueblos indígenas.

There is a theoretical need for the pedagogical analysis, the presence and use of the New Information and Communication Technologies in the educational processes, this article proposes to recognize, from a sociocultural perspective, the Virtual Environments of Learning as an instrument of mediation. This means, as a component adding to the educational activity two orientations: as structure of external action and as a source for internal representation. Formulated in this way, a virtual learning environment orients itself towards proper ways of technological performance in the educational process. Simultaneously this triggers in students, new forms of cognitive regulation that offer new opportunities and strategies as a condition of learning. This perspective is part of the pedagogic dimension necessary for a pertinent application and orientation of learning in virtual trainning.

There is a distinct step in the development of human rights in the sphere of international law and in the sphere of the domestic law of States, with a clear advantage for the former. This means, however, that human rights constitute declarations that, in many cases, cannot be realized due to the lack of domestic legal mechanisms to make them effective. The author proposes various alternatives to be considered both at the constitutional level and at the legislative and institutional levels of the States, with a view to finding ways of legally guaranteeing human rights, beyond Habeas Corpus and amparo actions. The proposals deal, fundamentally, with hermeneutic mechanisms of law, strengthening of the democratic system, and creation and development of institutions with exclusive competence in matters of protection and surveillance of the fulfillment of human rights.

(1), the authors report the use of a scale to assess attitudes towards ethics, but in the 'Methods' section, the description of the instrument is limited because no information on the process of obtaining evidence of validity is reported, estimates reliability and scales of scores. The absence of this information does not reveal if the scale in question meets the requirements requested by the international quality standards of a test, specifically regulatory and psychometric criteria that constitute it and the effects of use (2).
