In February 2019, Peru and the Russian Federation celebrated the 50th anniversary of the establishment of diplomatic relations at Embassy lev-el. However, the first diplomatic contact between the two countries dates back to 1863, with Peru being one of the first states in the region to es-tablish a relationship with the then Russian Empire. Once the Soviet Union was established in 1917, interaction with Latin America was generally scarce for several reasons: geographical distance (and proximity to the hemispheric hegemon, the United States), the fer-vent anti-communist stance of the elites in the region and, in the eyes of the CPSU, the supposed low revolutionary potential of Latin America. Almost unanimously, official speeches and documents and, at the same time, a large number of academic texts in the West brand Russia as a “revisionist” power. Especially since the annexation of Crimea and Sevastopol by Moscow and the start of the Donbas conflict in 2014, the Eurasian state has been considered as a “spoiler” of international politics, supposedly in search of the weakening of the values, rules and institutions of the so-called “Liberal International Order”. In 2015, the Institute of International Studies (IDEI) of the Pontifical Catholic University of Peru, with the support of the Konrad Adenauer Foundation (KAS), established the Security Policy Network, which is made up -in addition to the IDEI- by scholars and specialists from universities in Peru's five neighboring countries, namely, from the Universidad Mayor de San Andrés de Bolivia, the University of Brasilia, the University of Chile, the Pontificia Universidad Javeri-ana de Colombia and the Instituto de Altos Estudios Nacionales del Ecuador. Taking into consideration the transitory nature of the current international system, this article aims to analyze the relationship between the global emergence of several powers from the South and their regional policies. After an exploration of the academic literature on regional, middle and rising powers, the author compares the regional strategies of two states, Brazil and Turkey, based on four dimensions: their relative power resources, the self-perception regarding the region, the strategies and roles that constitute their regional policy and the reception of this projection by its neighbors and the main extra-regional powers. From this comparison, the relationship will be established between the regional strategies of both countries and their global emergence aspirations.

El Instituto de Estudios Internacionales (IDEI) de la Pontificia Universidad Católica del Perú, cuenta con una serie de publicaciones sobre política exterior peruana en la que se han venido estudiando las relaciones diplomáticas entre el Perú y sus principales socios de América, Europa y Asia. Con ello no solo se ha cubierto el vacío que existía en la bibliografía nacional sobre la materia sino que además se ha buscado contribuir con la política exterior del Perú, contribuyendo con estudios e ideas que puedan ser utilizadas por los operadores estatales. De igual forma, estos textos pretenden aportar conocimiento para favorecer el debate y nuevas investigaciones sobre esta área, tan importante para el mundo académico como para el desarrollo de nuestro país.
