Globalización y democracia son, sin duda, conceptos que reflejan las más fuertes tendencias que rigen el nuevo orden mundial. Ambos han encontrado su más alto nivel de influencia en los últimos años del siglo XX y son los principales responsables de la reformulación y rearticulación del contexto internacional a fin del milenio.

En los meses que precedieron las elecciones en Estados Unidos del año 2009, donde resultó ganador el hasta entonces senador por Chicago, Barack Obama el lema«Sí podemos» (Yes we can) en relación con la promesa de un cambio (change) imprimió sin duda el tono a la campaña.

Los términos Norte y Sur son nuevas denominaciones a viejas divisiones entre los estados nación, entre los países ricos y pobres, los desarrollados y subdesarrollados, industrializados y menos industrializados o no industrializados ... Aunque es cierto que existe una gran coincidencia entre la ubicación de los países respecto a la línea del Ecuador y su posición en el diálogo Norte-Sur, es evidente que esta última no se debe a consideraciones geográficas.

La Organización de Naciones Unidas nació oficialmente el 24 de octubre de 1945, fecha en la que entró en vigor su carta de constitución, con una visión liberal basada en la viabilidad de la cooperación interestatal en el seno de un organismo internacional.
