This paper examines the importance of the constitutionalization of the judicial career in Peru. The text focuses on the need for restructuring to increase the transparency and efficiency of the national judicial system. To this end, the author approaches, from a critical perspective, the reform proposals that have been prepared by working groups with the aim of determining progress in the structuring of a true judicial career in the country. Given the relevance of this task, it is important that future constitutional reforms are clearly articulated and that their implementation is effective. The tendency to make superficial regulatory changes that do not have a significant impact on judicial practice is therefore questioned. Consequently, a reorganisation is required to strengthen the justice system in a way that is comprehensive, efficient and respects constitutional principles.

Analyzing the social practice of the different progressive Latin American governements which were a response to the different social practices of neoliberalism, we can affirm that, taking into account the temporal and structural imbalances, the they were supported by a new type of extractivist there was an increasepolicy involving the installation of enclaves. At the same time ws increase price of primary products that were sold to the central States. Both elements, which implied the strong inflow of foreign currency, allowed the construction of a new type of State that I define as a Neo-commitment State which maintained a type of, unequal and combined dependency relationship with the central countries. Through it, the progressive governments could build a new multiclass domination pact between organized workers in the trade unión centrals and capital through which the different request...

Confined brick masonry (CBM) structures have demonstrated success in seismic regions due to their straightforward construction and efficient wall-to-column connections. However, there is not enough comprehensive understanding about how these structures respond to changes in geometry and material. Addressing this gap, our study employs a robust numerical technique, utilizing an integrated finite element macromodel. In this approach, we treat wall and tie members as a unified entity, enhancing computational efficiency. The concrete damage plasticity method is applied to predict the evolution of CBM wall damage, with a subsequent pushover analysis conducted to ascertain seismic capacity and response reduction factor. This factor is further used as a criterion to appraise the performance and seismic response of CBM walls. An extensive parametric study is carried out that compares the respons...

This academic paper analyzes and underscores the importance of regulating the temporal element in contracts entered into for the execution of public-private partnership (PPP) projects. It further seeks to explain how this element is often shaped by extra-legal factors, emphasizing that the timeframes established for the duration of such collaborative contracts –and for their specific execution deadlines– must be grounded in reasonable and objective justifications. This is essential to prevent arbitrary practices in their definition and, above all, to avoid unintended consequences for the management of public infrastructure and its private financing. To this end, the author examines how this matter is regulated under Peruvian law, explores the underlying premises supporting the need to regulate time-related provisions in such public contracts, and finally describes the economic and fin...

In the context of an information and knowledge society in which technological development is moving ahead at a staggering speed, probing the sense of sufficiency in the graduates active in the field of work is presented as an imperative need for the profession´s improvement and its teaching. The objective of this study is to determine the journalistic perception about university education and the satisfaction level of journalists with their university education, including aspects of technical, theoretical and practical management. To meet this aim, forty semi-structured interviews have been conducted with active Chilean, Ecuadorian and Mexican journalists, from the four media (press, television, radio and internet). The findings show that although the importance given to academic training in professional development varies according to the country, Chilean, Ecuadorian and Mexican journa...

In a global context, where the construction industry is a major source of CO2 emissions and resource use, is dependent on concrete and its risks, and lags behind in digitalization, a clear need arises to direct architecture towards more practical, efficient, and sustainable practices. This research introduces an alternative technique for building timber space structures, aiming to expand its applications in areas with limited access to advanced technologies such as CNCs with more than five axes and industrial robotic arms. This involves reconfiguring economic and ecological constraints to maximize the structural and architectural advantages of these systems. The method develops a parametric tool that integrates computational design and manufacturing based on two-axis laser cutting for shells with segmented hexagonal plywood plates. It uses a modified ‘half-lap joint’ mechanical joint...

Traditional epistemology has approached the scientific phenomenon as a logical-methodological problem, primarily focusing on issues such as the truth/error dispute, the structure of theories, the empirical reducibility of theoretical concepts, and the progress or accumulation of knowledge. In contrast, the sociological approach to science has examined how this same phenomenon can be understood through its socio-historical context and microscopic elements. Building on this tension, this paper presents an analytical framework for interpreting scientific practices as a problem of “epistemic subjectivity”. This model shifts from a historical-structural interpretation of scientific activity to a situated interpretation of it. Drawing on the work of Kuhn, Feyerabend, and Lakatos, the paper explores what can be termed a micro-epistemology or a “narrow-scope epistemology” that aims to re...

Globalization and human being tendency to create a connection between nature and the infrastructure necessary for industrial activity constitute the most effective combination when generating improvements in the foundations of the great buildings and bridges of the world. The taller a building is or the greater the distance between the supports of a bridge, the greater the demands are of the foundations that support them. Deep foundations carried out with drilled piles have become the most practical and economical solution when satisfying resistance requirements dependent on superstructures. These piles vary in length and diameter according to the demands of the project, and in order for it to be executed, drilling accessories and heavy machinery are used, that allow in synthesis, to make a hole in the ground, similar to the action of drilling a hole in the wall of a house with an electr...

The analysis of the conditions in which an individual starts a career in university teaching is the departure point of this work, whose core interest is the initiation period. With previous research about work insertion into the education sector as a reference, this paper discusses the relevance of support provided to staff in the initial stages of their work, as an opportunity to equip them with the training they lack. In that sense, the aim of this article was to describe the initiation experiences taking place during the first years of teaching of a group of five professors, with whom semi-structured interviews were carried out. A finding was that the work and training experiences of the professors at the time they started working at the university worked as resources to face the challenges presented by the educational task. In the same way, the direct experience and the models obtain...
