This article analyzes the process of paradigm change in Law, a non-peaceful transition from a model developed in the XX century to a new law which will sit throughout the XXI century. The changes that have occurred from this new legal paradigm are not superficial, but rather crossing the structures and foundations of modern legal ideology and technique that underlies, as the constitutionalization of national law, the internationalization of economic relations, the development of treaties or development of Community law. Furthermore, the author refers to the impact that this change took place in the theoretical construction of taxes and the delimitation of the scope of the tax phenomenon.

But we are no longer modern, and therefore, the communication models that used to be so productive in the past century are now in crisis. Especially since a new communication model emerged changing the classic one-way direction of public communication and puning it under the spodight as never before. Blockchain (BC) technology combines cryptography, asymmetric mathematics, open-source software, peerto-peer computer networks, consensus algorithms, and incentive mechanisms that allow users to reach agreement on the state of a shared ledger. In these times of pandemic, the world has witnessed the power of connectivity, and many organizations have seen the need to rethink their models and even reinvent themselves in response to this new form of global connectivity. This transformation has also changed the way public organizations deliver services to citizens. Successfully driving the digital transformation process requires a leader with skills and knowledge. Leadership has been considered as a critical factor that impacts e-government. This paper presents the competences of those responsible for driving digital transformation (DT) in organizations. The results show that leadership is one of the most desired competences followed by technological knowledge, business vision, and customer orientation. These aspects must be considered as a fundamental basis, in any organization that takes on the challenge of this paradigm shift.

Purpose: Considering the entrepreneurship nature and the high number of small and medium enterprises (SMEs) in the Latin American region, this study seeks to empirically test the relationship between organizational culture (OC), transformational leadership (TF) and organizational performance (OP) to support their long-term survival. Design/methodology/approach: Under a post-positivism paradigm, quantitative approach and correlational scope, this research analyzed the interrelationship between OC, TF and OP across Peruvian SMEs. The purpose of this article is to address the transformations in the valued attributes of workers, through the analysis of policies based on labor competencies.The hypothesis is that the competences paradigm facilitates the implementation of individualized work management models, in which soft skills take relevance. These management modalities displace unions from participating in the definition of valued attributes. We will use a qualitative methodology. The data sources were documents from national and international organizations in charge of implementing labor competencies policies in Argentina, and collective labor agreements in the automotive sector. In addition, in-depth interviews were used with workers and group leaders from a Japanese automotive terminal.

Qualitative methodology was used from an interpretive paradigm, making use of inductive and deductive analysis at the same time. Inductively, observations were generated through documentary analysis, interviews with experts, and a focus group with university professors, who then deductively derived interpretations and forecasts regarding curricular planning. After the lost decade of the 1980s, the 1990s represent the "decade of hope" for Latin America. A vigorous economic transformation is reducing the role of the state and allowing the private sector to become once again the main engine of development. What is the relation between this growing role of the private sector and the increasingly important need to conserve the environment?   This article explores this relation and establishes that a healthy environment is the foundation over which long-term sustainable development can be built. Furthermore, given the very rich natural resources and environmental characteristics of the region, the main comparative advantages over which prosperous Latin America societies can be built must consider these ecological riches. The beginning of the third millennium provides an excellent opportunity for this paradigm shift to occur.
