The present study details the evaluation, analysis and improvement of problem management by applying the ITIL methodology, specifically to the problematic of the problem management processes of the Multi Vendor Services area in IBM Peru and the proposal to improve the current management, the which presents difficulties with the excessive times of solution of problems and increase of operating costs. To carry out the improvement, a sample of 52 records of tickets from a population of 185 corresponding to 120 days was obtained, under which the tests were carried out. The type of study used is of the experimental - applied type and the design is of a pre - experimental type since it is going to perform a test before and test after the improvement. The present paper treats about the juridical nature of prescription in administrative sanctioning law and the treatment that it receives in the composition of administrative liability of civil servants. In this context, the paper proposes a typology of prescription period of the administrative disciplinary procedure of the Civil Service Law, analyzing the main issues that each of them present, and makes some proposals of normative improvement that allows these periods to be protective for accused servants and also for Public administration.

Material and method: Fourteen hundred and twenty nine (92%) physicians registered in the competition for residency vacancies in Universidad Nacional Mayor de San Marcos for year 2009 participated in this study. The Hurst et al. scale for ethical experience was used, its validity was established in a peer-reviewed analysis, and its reliability was proved using the Cronbach-alpha test (749). In 1981, Peru was born in Rural and Urban Service Marginal Health (SERUM), a program of community service in primary care, in which health professionals participating graduates, colleges and business for the year of the profession. Currently, the SERUM is the main instrument of the Peruvian health system in the search for an adequate supply of health professionals in vulnerable populations. Achieving, inter alia, that maternal mortality decreased significantly in some parts of Peru (1), and the coverage of health personnel in extremely poor districts increased from 52% to 89% (2).

The author performs an analysis of the power that public entities have, under certain assumptions, to attend their own needs for goods, services and proyects without the need of contracting with private individuals, but using self-provision. The study covers the conditions under which entities can opt for this alternative, the limits that exist for it and the consequences they bring to the effectiveness of the entity’s management. In addition, the author proposes considerations that should be adopted by legislation in the field for greater control and verification of the conditions of effectiveness.

Archives provide the basis for national historical narratives, a premise for nation-building. However, Peru’s government administration problems extend to national archives: insufficient maintenance resources and inadequate service to the public. This creates a duality (i.e., enormous potential yet bad services), which is especially noticeable in the «Archivo Agrario». Collected in the 1970s by Peruvian researchers, the «Archivo Agrario» is unique in Latin America, given the variety and origin of the documents. In this essay, and using my research as an example, I explore the challenges and, more importantly, the opportunities afforded by this archive —and the urgent need to transform it radically.

The National Superintendence of Health (Susalud) is the specialized technical agency attached to the Ministry of Health, which is in charge of promoting, protecting and restoring the rights to health services, with quality, opportunity, availability and acceptability. In order to fulfill this purpose, Susalud has the sanctioning power, therefore, it manages the administrative sanctioning or trilateral sanctioning procedure against Health Service Provider Institutions (IPRESS), Health Insurance Fund Administration Institutions (IAFAS) and Health Service Provider Management Units (UGIPRESS). In a pandemic, the hearings, in most cases, have been held virtually. However, although there have been good results, it is not an obstacle to wonder if these can be carried out with the same effectiveness as a face-to-face session. In this sense, we have considered analyzing the comparative and national legislation on the hearing of evidence. Next, we have identified the problems with the virtual test audience; specifically, we have focused on the psychology of testimony and how its development can be influenced by virtuality. Finally, we have suggested proposals to improve the service of our administration of justice.

Interculturality, as an idea and as a fact, so present since the last decades of the last century, because of the increasing domestic and international migrations worldwide, entails conceptions which come to be too diverse as the prevailing cultures at the regions of exchange.
