Interculturality, as an idea and as a fact, so present since the last decades of the last century, because of the increasing domestic and international migrations worldwide, entails conceptions which come to be too diverse as the prevailing cultures at the regions of exchange. These differences favor some viewpoints and political interests, disregarding others. This obstructs the generation of shared mainstream. And Latin America holds a singular position therein.

En la tercera semana de septiembre último, la Cátedra Unesco en Comunicación y Cultura de Paz de la Universidad de Lima fue invitada a participar en un encuentro mundial de cátedras Unesco de Comunicación en la República Popular de China, organizada por la Communications University of China (CUC), cuya sede en la ciudad de Nanjing celebró cinco años de fundación. A esta reunión asistieron, junto con la Universidad de Lima, delegados de unas quince cátedras. Además de la China y de la India, estuvieron presentes titulares, investigadores y consultores de los Emiratos Árabes Unidos, Sudán, Estonia, Bulgaria, Argentina, Finlandia, Sudáfrica y Guatemala, entre otros países.

From a long-term outlook, the shaping of subjectivity is a historically meaningful matter. It has been unfolded throughout different periods according to different patterns of knowledge and sensitive perception. Intimacy is closely intertwined with secularization, as the releasing of the inner self has been inversely proportional to the fall of the ruling characters of the greater metanarratives. From gods to heros, from realistic novel characters to film fiction, and from there to the contemporary anti-hero, becoming finally oneself the narrator of one’s own life.

The almost fifty-four years that separate the harangue from Haya de la Torre in the Plaza de Acho from the meeting with which Alan García closes his campaign on the Paseo de la República - prolonged by successive presidential "balconazos" - would illustrate with ease how certain features of the Subaltern cultures endure in spite of the obvious and important differences of characterization that throughout this long period we find in Peruvian society. However, that smell of crowds is inseparable from the way in which the masses construct the real through the means of communication; the field of view of political science should be extended to the study of mass culture to grasp the permanent and the changing in a broader dimension. In this essay a theoretical reflection on the subject is outlined.

In this text it was suggested that the different forms of relationship between governments and television channels, since the seventies, have responded in one way or another but, according to some models that I present here, to propaganda imperatives and, in many cases, of control. Moreover, these tasks have often been conceived and executed not from the civil administration, but underground from military concepts such as the "psychological warfare".

En este texto se planteo que las diferentes modalidades de relación entre los gobiernos y los canales de televisión, desde los años setenta, han respondido de un modo u otro pero, según unos modelos que presento aquí, a imperativos de propaganda y, en muchos casos, de control. Más aún, estas tareas han sido a menudo concebidas y ejecutadas no a partir de la administración civil, sino soterradamente a partir de conceptos castrenses como el de la "guerra psicológica".
