Relative efficiency in spending regional governments: a contribution to the decentralization process

This research seeks to analyze the performance of regional governments from an economic point of view. This is done by making several rankings of relative efficiency, taking into account the quality of the regions' expenditures. Six rankings were carried out according to six specific functions.Given the heterogeneity between regions, units were split into groupings using the Ward measure, an aglomeratic hierarchy method. Once complete, this helped us produce estimates for three groups of regions.In constructing these rankings, we used the Data Involvements Analysis (DEA) technique, a non-parametric method that computes an efficient frontier based on best practice with the distance between an observed point and the frontier being the core for computing the efficient measures. With little progress in fundamental aspects of social policy, the Government has launched the decentralization process. In this way, it seems that decentralization will be the main reform of the social sectors during the present Government. The decentralization of the social sectors and programs can be a process of great importance to: a) support the decentralization to become effective, developing a better link between representatives and represented that strengthens democracy and governability; b) improve the effectiveness and efficiency of these basic services and anti-poverty programs, making them more adapted to local and regional realities, increasing social participation in their design and management, and making public leaders and managers more interested in the quality of its management.

Background: One of the impact indicators of priorities in health research-setting is the scientific production that refers to these priorities. EsSalud raised nine priority research topics (PRT) and 20 priority research questions (PRQ) for the 2017-2019 period. We assess the alignment to these research priorities in the scientific articles published during the 2017-2020 period by EsSalud, and we characterize those financed by this institution. Material and Methods: Analysis of the scientific articles registered in the EsSalud scientific production database for the period 2017-2020. Recently, Brazil has undergone decentralization processes that could have strengthened the local level in democratic terms. Notwithstanding, the results of these processes were not con-sensual, and corruption persisted as a feature of the Brazilian local level.This paper focuses on the corrupt conduct of municipal public officials who deal with fe- deral funds transferred by the central government. The problem of social housing during the process of decentralization that took place in the City of Tacna has endured a series of administrative difficulties in relation to various institutional factors as well as the appearance of new actors in the decentralization process of the year 2002. In the First Section we explain Social Housing Policies, followed by the development of the key concepts to finally present the results of the research based on a qualitative strategy, obtaining direct information from stakeholders. Thus, we argue that the problem of social housing has endured a series of administrative difficulties in relation to institutional factors from the process of decentralization and migration since the early years of the twenty-first century.

This paper analyzes a model of decentralized marketing cape gooseberry (Physalis peruviana) as an alternative to traditional wholesale channels; where brokers obtain higher profits; while farmers receive little profit for their product and the customer receives an expensive product. The investigative process development for nine months under a descriptive exploratory approach to data collection and triangulation of it to build the case. The project currently benefits 40 farmers; victims of armed conflict in the village of Mesopotamia Antioquia Union have joined the project, which has particularities like organic production of 1.2 tons per month of product, recovery of abandoned land; and equitable distribution of profits and the way for negotiations between farmers and the seller as a new proposal of peasant association.

Centralization and decentralization as well as deconcentration in the administrative division of the Peruvian state have been conditioned by political, social, economic and religious factors; In brief, by factors of power. The execution of these policies in the Peruvian context has brought serious difficulties in the development of the country. In this article, the author studies the Peruvian model and its adaptations taking into account the historical data. Finally, he proposes the reform challenges that must be faced in decentralization and the strengthening of regionalization, both understood as necessary institutional processes to achieve the integral development of the country.
