The problem of social housing during the process of decentralization that took place in the City of Tacna has endured a series of administrative difficulties in relation to various institutional factors as well as the appearance of new actors in the decentralization process of the year 2002. In the First Section we explain Social Housing Policies, followed by the development of the key concepts to finally present the results of the research based on a qualitative strategy, obtaining direct information from stakeholders. Thus, we argue that the problem of social housing has endured a series of administrative difficulties in relation to institutional factors from the process of decentralization and migration since the early years of the twenty-first century.

El problema de la vivienda social durante el proceso de descentralización que se dio en la Ciudad de Tacna ha sobrellevado una serie de dificultades administrativas en relación a diversos factores institucionales así como también la aparición de nuevos actores en el proceso de descentralización del año 2002. Para ello en la Primera Sección exponemos Políticas de Vivienda social, seguido del desarrollo de los conceptos claves para finalmente presentar los resultados de la investigación basado en una estrategia cualitativa obteniendo información directa de actores involucrados. Así, sostenemos que el problema de la vivienda social ha sobrellevado una serie de dificultades administrativas en relación a factores institucionales a partir del proceso de descentralización y migración desde los primeros años del siglo veintiuno
