La presente investigación tiene como finalidad impulsar el desarrollo económico y social de los departamentos a través de un Modelo de Mancomunidad Regional integrado por más de 2 gobiernos regionales que desarrollen una gestión pública interregional para resultados, con sinergia, complementariedad, transversalidad y que implementen eficazmente las políticas públicas, planes, programas y ejecuten eficientemente los proyectos de inversión pública interregionales, contribuyendo de esta forma al proceso de regionalización. Su objetivo general fue determinar cómo un Modelo de Mancomunidad Regional logra evidenciar un desarrollo económico y social en el periodo 2012 – 2016.
