Electoral processes are one of the most important pillars of democracy. Transparent, fair and representative elections are the basis of the Western democracies. However, holding electoral processes does not necessarily guarantee the establishment and exercise of the democracy. Elections based on intimidation, threats, insecurity, fear, violence, harassment, fraud, vote buying, abuse, manipulation and exploitation of vulnerable conditions are threats to democracy and an expression of the exercise of corruption. En el presente artículo se analiza el valor de la verdad en los procesos de transición, cuando luego de pasar por regímenes totalitarios se presenta una especial dificultad en conseguir justicia. La autora desarrolla el trabajo que han realizado los órganos especialmente creados para estos casos y el sentido que adquiere la verdad dentro de los procesos penales.Finalmente, se presentan dos ejemplos de cómo han transcurrido procesos similares en un par de países.

This article constitutes a contribution to the processes of peace consolidation developed during post-conflict scenarios. In this vein it proposes a path that allows to truly materialize the transformative effect of integral reparations, in particular in traditionally unequal societies, where victims of serious violations of human rights usually are members of the most marginalized and vulnerable groups. It starts from the idea that transitional justice is a process of political, social and cultural transformation, so that the reparation of that sort of violations must be designed and developed in such a way that it contributes to the transformation, avoiding being itself a generatorof new social gaps. Este estudio busca revisar el modelo de justicia transicional aplicado en Chile en el marco de una creciente evaluación crítica que ha ido formulando la Corte Interamericana de Derechos Humanos, en su jurisprudencia, contenciosa de la forma en que los Estados resuelven los temas de verdad, justicia, reparación de las víctimas y cambios al diseño institucional en procesos de transición democrática o consolidación democrática. Se intentará demostrar que la tensión se produce a partir de las características propias de las violaciones graves y sistemáticas y los límites políticos que imponen los procesos transicionales. La forma en que se resuelve esta tensión es lo que configura un modelo de justicia transicional acorde o no a los estándares internacionales en materia de derechos humanos.

En el presente artículo se discute la información faunística y contextual de cuatro sitios arqueológicos (Tagua Tagua 1, Tagua Tagua 2, Quebrada Santa Julia y Valiente) correspondientes al Pleistoceno Final del centro-norte de Chile (31° a 35° S). Se sintetizan los datos referentes a la taxonomía disponible, partes anatómicas representadas, evidencias de huellas antrópicas, aspectostafonómicos y se examinan los contextos asociados. Este análisis muestra la variabilidad en el comportamiento de los conjuntos óseos en relación con las funciones del sitio. Se sugiere que los modelos de transporte y descarte de partes anatómicas de presas grandes y medianas fueron poco generalizados y muy variables entre los cazadores-recolectores del Pleistoceno Final en estas latitudesde Sudamérica.

El estudio examina el mercado laboral de «jóvenes urbanos» entre 18 y 35 años de edad sin estudios superiores (universitarios o técnicos) a partir de Encuestas de Hogares (Enaho) y encuestas especializadas (Enhab, Entrans). Los resultados muestran, en primer lugar, una contracción de la oferta en el período 2007-2012 que coincide con la masificación de la educación superior de los últimos diez años. Segundo, se halló que los estudiantes de escuelas públicas son más propensos a alcanzar un máximo nivel educativo de secundaria completa. Las evidencias arqueológicas documentadas en los valles de Palpa indican que al final del Formativo, en un lapso de tiempo comprendido entre el final del desarrollo Paracas y el inicio de Nasca, hubo un período de transición en donde ocurrieron cambios importantes en el proceso sociocultural que afectaron los aparentes lazos de continuidad entre ambas formaciones sociales. Nutrition transition is a process including changes in the nutritional profile of populations. Many developing countries, including Peru, are in transition. Objectives: The aim of this study was to describe the variation of the nutritional profile of Peruvian children, mothers in reproductive age and families between 1991 and 2005. Material and methods: using available information from databases from Peruvian Health and Demographic National Surveys, between 1991 and 2005, we described the prevalence of malnutrition in Peruvian children less than 5 years of age, mothers in reproductive age, and families, at the national, regional, and socioeconomic level, and by residence area (urban/rural). One of the most conflictive scenarios for criminal law and its punitive and preventive responses is found at the confluence of armed conflicts, being these an inexhaustible engine of production of regulated criminal acts, both nationally and internationally. The present work will focus its study on those crimes related to internal armed conflicts and on how we can reach a more comprehensive legal logic from a dogmatic criminal perspective derived from the theory of crime —more than a political response in amnesty—, specifically through assumptions of need, when providing a definitive resolution to a context of armed conflict, which requires unrestricted criminal solutions to the dialectical borders of each government in office.

Carbon-nitrogen (C–N) bond forming reactions are fundamental transformations in nature and also basic processes for the preparation of molecules and materials relevant to human activities. The development of new and efficient reactions for the formation of C–N bonds are therefore of great interest in academic and industrial settings. Progress in the last 20 years has focused mainly in Csp2–N bond forming processes; however, there is growing range of transition metal catalyzed reactions for the introduction of nitrogen in alkyl frameworks (Csp3–N bond formation). This article describes a selection of modern catalytic methods for the formation of C–N bonds.

Any reform in the justice system will have a transitional period, in which new models and procedural mechanisms will be revived, attitudes and new conduct in oral litigation will be adapted that will not only result in the success of the claim and protection of rights, but will make the process more agile, fast, transparent and effective, as is the case with the pilot plan implemented in the Superior Court of Justice of Arequipa, and it is through process management by audiences that the current system of the written process is being changed.
