Likewise, the article claims that the implementation of their strategies happens in the organizationa...

Traditionally, strikes in Peru have followed similar trends to economic cycles and have been led by workers' organizations in sectors such as mining and manufacturing. However, since 2017, public sector unions have begun to lead the three classic strike indicators: frequency, man-hours lost, and number of strikers. This research takes nationwide mobilizations as a case study and explains these changes in trends using the theoretical framework of the political opportunity structure. In particular, it argues that this rise in conflict originated in public administration due to the reform in the regulation of collective bargaining (openness or access to participation). At the same time, in the private sector, the variations are related to the support of the heads of administrative offices (availability of influential allies). To demonstrate this thesis, this paper combines the dogmatic anal...

It is too much obvious that the Peruvian economy has suffered an erratic evolution. This article stresses the hypothesis that when external shocks occur, they have important effects on the economy and on its public sector. In order to test that hypothesis, the author uses a short term macroeconomic model that takes into account the public sector role and its fiscal policy. Then, the goal of this paper is to provide empirical evidence through the estimation of the external shocks effects and through the estimation of the government alternative responses to alleviate the perverse effects.

This opinion article addresses the problem of the reforms of the Peruvian public administration from the perspective of leadership, vision and strategy. It is argued that despite the relevance and urgency of the change in public administration, the reforms undertaken fail or never mature due to the emphasis on administrative or bureaucratic management instead of their strategic management, with concepts as leadership and capacity for envision unknown for the State. For this, the relevant bibliography is carefully reviewed and what is leadership, vision and strategy is defined, in order to be able to link these concepts with organizational change or transformation. The thesis proposed is that to reform the public administration much more leadership is needed than administration and our State suffers from ‘only administration’. The concept of leadership that is proposed is one that est...
