Within the framework of the current University Law 30220 and the processes involved in its implementation in search for quality of higher education, this article is written to introduce the reader to what Peruvian universities are and should be doing to fulfill one of their important roles: research and technological development. Different documentary sources are reviewed based on the components of the research work referred to in the Frascati Manual: scientific teaching and training, research and development and technological scientific services.

When observing in the high school as well as higher education classrooms, the way adolescents and young people study, the idea of knowing if they have strategies for autonomous learning and if this variable explained to some extent a critical problem in Peru arose: reading comprehension. That is why it was proposed as a purpose of the study, to know if the autonomous learning strategies, its dimensions and indicators have some explanatory power on reading comprehension. The study arises in the context of changes in the university system from the validity of the University Law 30220 that regulates the development of researches. The perception towards scientific research of the students of a program for working adults was compared according to gender, age and professional career, taking into account the following aspects: personal interest in research, link between science, society and methodology, scientific research as a way of being and general opinion about scientific research. The aim of this research was to describe the self concept of first year high school students in a Ventanilla’s school. 150 subjects were taken for the sample, 75 male students and 75 female students. Their ages were between 11 to 15 years old. The results obtained by the Self-Concept Questionnaire in the school of Andrés García, show that most students surveyed have a high average and general self-concept, it appears that socio-economic factor that comes from the sample has not affected their self-concept of. We also found that males have a better emotional self-concept than females. While women had higher levels on the social dimension. There was no difference in the physical dimension with respect to gender.

The ways in which pedagogical practices have evolved and how to understand the teaching and learning process are different. With the use of the Internet, the sources of information and evaluation are amplified, and educational agents within virtual education play an important role, reflecting on a new paradigm of learning and knowledge construction. From the theoretical review carried out in this document, aspects for virtual education and the tendency to an evaluative practice that does not deal exclusively with the classroom are exposed, since the intercommunication tools become and contribute to a new pedagogical practice focused on learning, giving rise to a more active role for students.
