Chirikyacu, Chunchiwi, and Chirik Sacha, located in the San Martin region (Peru), are indigenous communities affiliated with the National Program of Forest Conservation for Climate Change Mitigation. The three communities approved the implementation of the Conditional Direct Transfer Mechanism (TDC, acronym in Spanish) as a financial tool for primary forest conservation. The social programs to combat poverty have been under permanent observation both by the beneficiaries of these programs and by the criticism they received for the political use that was given to them. Two major issues aroused interest in the study of these programs. First, because, despite the investment from the public treasury and the contributions from international cooperation for the strategy to combat poverty, the problems that persisted showed the poor focus of the investment, the loss of objectives, the leaking of aid and the dispersion of the programs, in addition to the serious problems of administration of the resources. Second, because reelectionist political campaigns were associated with the intensification and expansion of food support for urban and rural populations.

The document is structured as follows. Section 2 summarizes the geographic expansion of JUNTOS between its introduction in 2005 to 2017, the latest date for which we have information at the time of writing this report. Section 3 describes the main sources of information used for this analysis, including legislative documents pertaining to this program. Section 4 describes the initial eligibility rule and its changes over time based on publicly available information. When appropriate and relevant, we provide a description of the main limitations found in the available information. Section 5 explains the additional assumptions required to replicate the rule and presents the results of the replication exercise. We hope that this report will be useful to the community of scholars and practitioners interested in CCTs generally and JUNTOS specifically.

Se persiguieron tres objetivos. Primero, identificar la forma en que JUNTOS entiende la pobreza de género. En segundo lugar, identificar los impactos positivos y negativos de JUNTOS en sus mujeres beneficiarias pobres. Tercero, identificar sugerencias para mejorar JUNTOS en materia de pobreza de género. This study presents results from a quantitative impact evaluation of the Conditional Cash Transfer (CCT) program, Juntos, in Peru. Using instrumental variable techniques, it estimates the overall impact of Juntos five years after its initial rollout and explores the differential impacts among beneficiaries according to the length of time they spent in the program. In so doing, the analysis explores whether it takes time for the program to make significant and sizable impacts; and whether some impacts change in magnitude the longer the beneficiaries spend in the program. The results seem to confirm both hypotheses: almost all indicators of interest are significantly higher among beneficiaries with longer treatment spells. The paper analyzes the main problems that the Central Bank has to deal during the transition period of high to low inflation. In the first part, the core of our discussion is related with the policy of monetary accommodation when the target is a high level of real exchange rate. Then, we present two ways in orden to overcome the wealth transfer problem produced by the hangovers of past states of expectations. Finally, we point out the puzzles generated by the usual behavior of the nominal interest rate during the stabilization period.

OBJECTIVE: To determine the results of oocyte donation in our experience. MATERIAL AND METHODS: Sixteen cycles of oocyte donation were performed between June 1995 and May 199 7 in 16 patients aged 35 through 48. Indications were perimenopause and/or diminished ovarian reserve (14 cases) and surgical castration (2 cases). Hormonal replacement therapy was given to receptors and ovarian stimulation by large protocol to donors. RESULTS: Seventy-one oocytes were inseminated, producing 60 formed pre-embryos, afertilization rate of 84,2%, Average insemination was 4,4 oocytesper cycle. We obtained 6 clinical pregnancies and apregnancy rate of 3 7,5%. CONCLUSIONS: Oocyte donation program used for the first time in our country obtains the highest pregnancy rates.

We assess the effects of JUNTOS, a conditional cash transfer program targeted to poor rural households in Peru, on the utilization of prena-tal health care by women exposed to the program during their most recent pregnancy. We implement a difference-in-differences estima-tion technique to uncover the effects of JUNTOS on the utilization of prenatal health care, the quality of prenatal health care, utilization of health care at birth, and obstetric complications at birth. We use data from the publicly available Demographic and Health Surveys (DHS) from the period 2000-2014. Our results suggest that the pro-gram has increased prenatal health care utilization. Even more salient, our results also suggest an improvement in the quality of health care received and a reduction of obstetric complications at birth.

Innovation and technological change play a role in dynamizing productive development processes aimed at increasing general welfare in the imaginaries of current Latin American public policies. However, there is a divide between publicly funded R&D and production, circulation, distribution, and consumption strategies aimed at meeting local social and environmental needs.Based on the analysis of the socio-techno-cognitive dynamics deployed in the case of the Yogurito Escolar program (Argentina), this paper examines the problems of technology transfer schemes and proposes a range of alternatives for designing public R&D strategies that promote inclusive development processes.

The research was divided into two phases: the first qualitative, which allowed developing the proposed conceptual model and the second quantitative, which empirically confirmed the conceptual model. It was analyzed through case studies in 3 areas of the SFPQW with semi-structured interviews addressed to the bosses of mentioned areas, also through direct observation and documentation of the SFPQW. Cinco años del programa Juntos: Nuevas evidencias sobre sus impactos de corto y largo plazo. Este estudio presenta resultados de la evaluación de impacto cuantitativo del programa de transferencias de dinero condicionales Juntos, aplicado en el Perú. Usando técnicas de variables instrumentales, se estima el impacto promedio del programa cinco años, desde su inicio, y explora los impactos diferenciados entre los beneficiarios, dependiendo de su tiempo de permanencia en el programa. Al hacer esto, el análisis explora si se necesita de tiempo para que el programa tenga impacto significativo, y si la magnitud del impacto depende de la estancia de los beneficiarios en el programa.
