The aim of the study was to propose a sustainability indicator for the environmental and ecological protection of aquatic systems. A random probabilistic sampling was carried out in the exposure area between the Espinar lagoon and the inner bay of Lake Titicaca, Puno, Perú, where various physical-chemical parameters (PFQ) were determined: dissolved oxygen, pH, total dissolved solids, electrical conductivity, Cu+, Zn+, Pb+, Fe+, Cd+, Al+, Cl-, NO3- and NO2-. Under experimental conditions (water dilution: 10, 20, 30, 40 and 50 ml/1 L), the ecotoxicological effect was evaluated using the biomarker (Bm): reaction time and refuge capacity (TRCR) in Gambusia punctata (Poey, 1854). With the PFQ and the Bm, the sustainability indicator (ISPAEsa) was proposed, which considered five descriptors from a hermeneutic of environmental and ecological economics. For each descriptor, there were three wei...

In order to fulfill their obligations to guarantee fundamental rights and reduce inequalities States have a series of options; one of them, the implementation of policies aimed at improving the standard of living of their population; that is how the concept of social security gains relevance, but not as a social policy under the charity paradigm but as a state management strategy, under the comprehension that social security is a fundamental right. In that sense, the present article aims to denote that social security regarding pensions has a significant impact on reducing inequality and as a consequence it is necessary to apprehend it as a public protection policy centered on the person for the realization of their rights, with the management and control of the State from the implementation of redistributive measures such as the universalization of non-contributory pensions but hand in ...

Abstract - Extreme environmental conditions in underground mining environments, such as high relative humidity and thermal fluctuations, can lead to erroneous activations of ground fault protection relays, thereby compromising the operational continuity of critical systems even in the absence of actual electrical faults. This study introduces an embedded solution based on Artificial Intelligence of Things (AIoT), designed to detect false positives in underground pumping chambers located at altitudes exceeding 4000 meters above sea level. The proposed system integrates environmental sensors with a microcontroller that executes a Gated Recurrent Unit (GRU) neural network model in real-time, trained on 14400 samples collected over a continuous 10-day period. In contrast to prior approaches, the developed architecture performs local inference without relying on constant connectivity and tran...

In our legal system, Copyright Law confers protection to authentic photographies and due to this feature, they are considered photographic works. Nevertheless, authorities have not given enough information of what a photography requires to be considered authentic. On account of this, the shortcomings of our related rules are evaluated to determine which foreign legislation gives a better referent, and to analyze the different views given to the authenticity concept by doctrine and case law. All of this with the purpose of determining specific criteria to qualify a photography as authentic and protected by Copyright Law, and proposing changes in our current legislationon the matter.

The judgments of international courts, such as the Inter-American Court of Human Rights, not only guarantee the protection of fundamental rights, but also provide an insight into the functioning of the Inter-American system for the protection of human rights. The examination of this case not only provided insights into the death penalty imposed on 31 persons under the Crimes Against the Person Act enacted by the respondent State, but also reflected on the procedure of these cases before the Inter-American Court to address human rights violations. The author evaluates the preliminary objections, provisional measures, the procedural institution of joinder of cases, and the judgment on the merits. This analysis is intended to reflect, in addition to the previously mentioned issues, the crucial work of the Inter-American Court in the context of the Inter-American system.

In 2014, the Court of Justice of the European Union recognized the right to be forgotten based on the interpretation of a regulatory framework related to the protection of personal data. Over time, many Latin American countries, including Peru, have enacted laws regulating the processing of personal data. The Directorate for the Protection of Personal Data of Peru, from the entry into force of Law N° 29733, Protection of Personal Data Law, has recognized the exercise of the right to be forgotten and has ordered the de-indexing from search engine content. On the other hand, in the Inter-American Human Rights System, through the Office of the Special Rapporteur for Freedom of Expression, this right has been rejected. This is because, as it has been conceived in the European system, freedom of expression would be illegitimately restricted. This article aims to analyze the content of t...

Mining concessions are subject to the fulfillment of liabilities by their owners based on ground for revocation, known as «expiration», as part of mining rights systems. The recent evolution of these liabilities and their focus as part of the conditions offered by the country for investment are analyzed by the author. To do this, the author conduct a review about the changes taken place in 1991 and 2008 mainly, as well as provides the elements to analyze the appropriateness of modifications or its flexibility. The tables used in the explanation constitutes a contribution, which were used by the author in conferences and due diligence for mining projects, as well as the consideration of both elements in the analysis of doctrine and real application of these concepts under the system of Peru.

The study primarily focuses on the analysis and comparison of intrusion detection techniques in network environments, with the objective of evaluating the impact of Intrusion Detection Systems (IDSs) on data protection. It also aims to understand how these techniques have adapted to emerging threats and evaluate their effectiveness in detecting malicious activities. To achieve this, a systematic review of documents stored in the IEEE Xplore, Redalyc, and ScienceDirect databases between 2019 and 2023 was conducted. The analysis reveals that intrusion detection techniques have evolved significantly to address constantly changing cyber threats. Specifically, machine learning-based techniques and behavior analysis have proven to be effective in reducing false positives. However, to keep up to date with the threats, constant management and updating of these techniques is required. Furthermore...

The paper addresses issues concerning the fundamental right of access to justice for vulnerable persons, particularly children, in the Italian legal system. After analyzing the aspects related to effective access to justice in the domestic and European legal framework, the need to ensure the judicial protection of people in vulnerable situations is emphasized through the attenuation of procedural «formalism», the adoption of special measures and procedural rules for the processing of the process, which must be adapted to the peculiarity of the factor causing the fragility. The effective implementation of children’s access to justice includes the right to participate and be heard in civil proceedings that affect their lives and also requires that their views be considered following their levels of maturity and understanding. Finally, the rules governing the hearing of minors are exami...

This paper aims to study the efficiency of energy dissipators, both fluid viscous and hysteretic, to improve the seismic responses of buildings. To quantify the ability of energy dissipators to reduce seismic responses, a series of time history analyzes were carried out on simplified models of buildings. Said simplified models consist of masses and springs with linear and elastic behavior whose properties are obtained from a shear beam model, joined by link elements with non-linear behavior to simulate energy dissipators. The main study parameters that were considered are the fundamental period of the structure without seismic control devices and the objective reduction factor. Likewise, a procedure is proposed for the dimensioning of the hysteretic dampers that will be incorporated into a building. On the other hand, the main building of the Lima airport was used as a case study, for wh...

Cannabidiol (CBD) is a non-psychotropic phytocannabinoid derived from cannabidiolic acid and has anti-inflammatory, analgesic, antineoplastic, and chemopreventive properties that even enhance the immune system thanks to the human endocannabinoid system. It is due to these characteristics that studies have been carried out to test its effectiveness as a treatment option against COVID-19, which meets the global medical goal of combating this disease since it became a pandemic in early 2020. CBD has been reported to have antiviral activity against the coronavirus, in addition to reducing the expression of the ACE-2 enzyme and the levels of proinflammatory cytokines, which results in structural and functional improvements of the tissues infected by SARS-CoV-2.

The purpose of the article is to identify the motives, types, and areas of volunteering in the system of emergency response in the Lipetsk region, Russia. To obtain quantitative characteristics of the problem studied, we have used the method of mass polling at the place of residence, work, and study of respondents. The main motive for participants in volunteer activities is the altruistic reason. 8.1% of volunteers have defined their sphere of activity as volunteerism in emergencies. 31.9% are potentially ready to help people in emergency situations. This variance in figures we could explain by the fact that many volunteers do not have enough necessary skills. Besides, the participation in emergency situations liquidation, traffic accidents, fire extinguishing, etc., is associated with possible risk.
