This article deals with the two deaths of the idea of progress, its ups and downs and developments and the consequences that this process had within solid modernity (1800-1968). The first death of the idea of progress occurred, then, in its own formulation; its program was converted into an extension and deepening of the present. The closure began at the end of the sixties, with a paradoxical turn towards the very abyss of the absolute present and daily life and has culminated in our days. Here is the second death of the idea of progress; murdered, this time, by abandonment.

The present study describes the methodological process proposed by the Social Progress Imperative Global Organization to calculate the Social Progress Index in urban and rural areas of the province of Huancayo, Peru, in 2020. The survey was based on 229 observations regarding basic human needs, foundations of well-being and opportunities. The result produced an index of 56.04 for urban areas and 53.98 for rural areas; results that are in the low and low middle range respectively, identifying deficiencies in the quality of economic policies, with respect to the sanitation service, where more than 30% do not have access to drinking water, and others. It was concluded that the index showed no improvement with respect to 2019, likewise the social gaps still persist and the well-being of the aforementioned population was not increased.

Explica la utilidad de los indicadores de desarrollo, pero principalmente propone la utilización y medición del nuevo índice de desarrollo, el “Social Progress Index”, para el marco nacional. Se replicará un “Social Progress Index” a nivel departamental en el Perú. El índice será construido con el objetivo de servir como base y nueva herramienta para la toma de decisiones de los planificadores sociales en el Perú. Este nuevo índice se estimará con los indicadores más recientes posibles desde el año 2012 a 2015.

Peru is a pluricultural and multilingual country inhabited by 55 indigenous or indigenous peoples (51 Amazonian and 4 Andean peoples) who speak a total of 47 indigenous languages, according to the Official Database of Indigenous Peoples of the Ministry of Culture of Peru. Moreover, according to the National Institute of Statistics and Informatics (INEI), the number of children and adolescents whose mother tongue is indigenous amounts to approximately 2 million, representing 8% of the national population. This diversity represents a challenge for the Peruvian State in the educational formation of basic and superior quality. In this context, this article aims to analyze the legal treatment, state advances and challenges in guaranteeing the right to bilingual intercultural education of Peruvian indigenous children.

This paper raises the need of strengthen the Peruvian regulation related to guaranteeing the right to mental health, as one of the components of the right to health, taking into consideration the social and legal implications of the pandemic COVID 19. The objective of the Free Trade Area of the Americas (FTAA) is to unite the thirty four economies of the Hemisphere into a single market. The negotiations are supposed to be completed by the year 2005. Though year 2000 is crucial since all the negotiated issues will be settle in the agenda. Initially, twelve working groups were established and, later, transformed into nine negotiation groups. Competition Policy is one these negotiation groups and it is probably the issue that would have long lasting effects over the behavior of firms among and within the FTM economies. This paper discusses why and how Competition Policy is included in the FTM. The removal of domestic entry barriers must be accompanied by the removal of private barriers, so equitable conditions for competitors throughout the Hemisphere are provided. En este artículo nos proponemos recoger literatura económica reciente que, justamente, establece una relación de causalidad entre riqueza y pobreza. Nos referimos a la pobreza creada por los mismos procesos que crean la riqueza. Gender violence affects one in three women in the world, it is a social problem that requires comprehensive responses to address it. In the legal sphere, judicial decisions can contribute to providing, through the application of a gender perspective and humanist legal dogmatic interpretation, full access to justice for victims and survivors of violence. In the cases in which they become defendants, a gender-sensitive look is required in the criminal process, especially in terms of assessing the requirements of self-defense and the assessment of the evidence. The research proposes to reflect from the analysis of doctrinal criteria and jurisprudence on the subject.

In the period from 2003 to 2017 progressive governments were elected with a post-neoliberal agenda. Fatigue of reforms, excess of market ideology, little respect for democratic institutions by neoliberal governments, low wages, job insecurity, increase of informal employment, dismantling of unions, and ideological self-assurance in the official media saturated the citizenship. In the middle of the second decade of the 21st century, barely a decade after the progressive parties where elected to government, they began to lose popularity and elections. La idea de que el desarrollo social tiene una relación de dependencia con la participación ciudadana, es compartida, pero no muy estudiada en el caso del Perú. El objetivo del estudio es determinar la relación entre el progreso social y la participación ciudadana en los distritos del Perú, correspondiente al año 2016. Metodológicamente el estudio se basa en un diseño descriptivo – correlacional, con una muestra a nivel nacional de 319 distritos. It was made a psychometric study of Raven Coloured Progressive Matrices Test, which is a non verbal instrument that evaluates abilities related to make comparisons, thinking for analogy and spatial perceptions organization. It was designed mainly as a measure of factor "g" of Spearman or general intelligence, composed by two abilities, named educational and reproductive. The participants were 2496 students obtained at random considering all school districts (USE) of the city of Lima, Peru. They were primary level students, from 1º to 6º grade and 6 to 11 years old. The psychometric analysis shows that the item-test relation is up to norms (>0.20), so reliability was attained. This article aims to provide some clues for understanding indigenous mobilizations occurred in recent years in the Peruvian Amazon, especially for the tragic events that took place in the vicinity of  the city of Bagua in June 2009. The first part depicts the historical construction of some of the images and prejudices that Peruvian society has had about the Amazonian indigenous people. This section gives special attention to two of these images: that of the «savage» indian (and its most extreme form: the cannibal) as well as the image of the indian as «naive» and «ignorant». The second part briefly reviews the long history of indigenous struggle for the defense of their territories and culture, as well as the changes in the way they organized this struggle during the last decades.A final step is to analyze what ...

La Isoinmunización de Rh es el mayor factor de riesgo para la anemia fetal. En casos moderados a severos la transfusión intrauterina antes de las 34 semanas y el parto después de las 37 semanas son los tratamientos aceptados. Sin embargo, en el período pretérmino tardío, no hay concenso sobre el curso de acción aceptado. Se reporta un caso de Isoinmunización de Rh con rápido progreso de anemia fetal a las 35 semanas de edad gestacional, que no fue detectado por ultrasonido Doppler. Se discute el manejo óptimo en este periodo gestacional de acuerdo a la literatura revisada.
