In this article the author identifies - from a international law and constitutional perspective - the Block of Constitutionality concerning the protection of chíldren and adolescents víctíms of recruitment by rebel groups, in arder to sustain the need of promulgation of rules in the interna[ legal system to protect the rights of this vulnerable group and to avoid, at the same time, a possible imputation of international responsibility to the Peruvian State for failing with his respective international obligations.

Peru is a pluricultural and multilingual country inhabited by 55 indigenous or indigenous peoples (51 Amazonian and 4 Andean peoples) who speak a total of 47 indigenous languages, according to the Official Database of Indigenous Peoples of the Ministry of Culture of Peru. Moreover, according to the National Institute of Statistics and Informatics (INEI), the number of children and adolescents whose mother tongue is indigenous amounts to approximately 2 million, representing 8% of the national population. This diversity represents a challenge for the Peruvian State in the educational formation of basic and superior quality. In this context, this article aims to analyze the legal treatment, state advances and challenges in guaranteeing the right to bilingual intercultural education of Peruvian indigenous children.

This paper raises the need of strengthen the Peruvian regulation related to guaranteeing the right to mental health, as one of the components of the right to health, taking into consideration the social and legal implications of the pandemic COVID 19. To aim this objective, the authors identify the most important features of this right at the international, constitutional level and good regional practices for its protection.

July 17 is the world day of international criminal justice, marks the 21st anniversary of the adoption of the Rome Statute, the constituent instrument of the International Criminal Court (ICC), adopted at the "Diplomatic Conference of Plenipotentiaries of the United Nations on the establishment of an International Criminal Court".In this context, this article aims to reflect, from a legal-political perspective, on the importance of the ICC and the main challenges facing the Court, the international community and our country, in particular, in the fight against impunity.

June 27 marks the thirtieth anniversary since the General Conference of the International Labor Organization (ILO) adopted the "Convention 169 on Indigenous and Tribal Peoples in Independent Countries." This multilateral treaty, of which Peru has been a party since 1994, brought with it the state responsibility to adopt specific laws, policies and programs focused on the rights and welfare of indigenous and tribal peoples. Among the scope of the Convention, is the recognition of the right to prior consultation, in this sense, this article provides a critical reflection on its application in Peru.

Violence against women is a global social problem that has been aggravated by COVID-19 and government confinement orders to prevent its spread. Our country, like many in the region and the world, has been implementing public policies designed to protect women against abuse. However, due to this special context, the impact of these policies has been diminished since many women live with their aggressor, consequently, have less possibility of protection. In this context, this article aims to assess, in light of international standards on the matter, whether our internal law has been fulfilling its preventive and protective role or, on the contrary, wether requires changes or adjustmentsto guarantee its effectiveness. in pandemic.

el objetivo de la presente investigación es determinar de qué manera incidirán las estrategias de implementación de las políticas públicas vigentes para el cumplimiento de nuestras obligaciones internacionales en materia de refugio, a partir del análisis del periodo 2013-2017.
