Electoral processes are one of the most important pillars of democracy. Transparent, fair and representative elections are the basis of the Western democracies. However, holding electoral processes does not necessarily guarantee the establishment and exercise of the democracy. Elections based on intimidation, threats, insecurity, fear, violence, harassment, fraud, vote buying, abuse, manipulation and exploitation of vulnerable conditions are threats to democracy and an expression of the exercise of corruption. This paper analyzes the current estate of the diverse integration processes in South America; their different orientations and emphasis, their common denominators and divergences, but mainly, their necessity to impulse efforts and synergies searching for their convergence in a great sub regional integration project. The institutional convergence of the diverse integration processes set in motion in South America, may serve as an efficient instrument to achieve greater levels of economic and social well-being, deepening and improvement of the regional democratic standards and forge a geopolitical block that allows us to transform South America in to an international actor that takes advantage and manages the opportunities generated by globalization better.

This research covers the technical and soft skills required in software development, a globally in-demand activity. These skills are required to efficiently perform in a very globalized, competitive field. Previous studies show the existence of a gap between industry and academia. Training centers provide professionals with technical skills, but as of late, the need for soft skills has become apparent, making it important to study and find ways to embed them into the professionals who join the industry. The application of Personal Software Process (PSP) methodology helps students to strengthen their skills in the software development process, however, the method is not widespread in academia nor industry. This article shows the importance of soft skills, according to Latin American companies, and how PSP can reduce the skills gap.

Las redes de colaboración de multicentros son esenciales para el avance de la investigación y mejorando la atención clínica de variedad de condiciones. La redes de investigación son particularmente importantes para las infecciones del sistema nervioso central, las cuales son difíciles de estudiar. Se revisa nuestra experiencia de desarrollo de redes de investigación en encefalitis en doce hospitales de cinco ciudades peruanas desde el año 2009, y se presentan sugerencias prácticas para ayudar a otros grupos de investigación en áreas de recursos limitados.

In this article we address the issue of care rights in Latin America, specifically in Argentina and Mexico, focusing in particular on the legislative processes related to comprehensive care systems at the sub-national and national levels. We draw on the cases of Mexico City (2018-2019) and the Autonomous City of Buenos Aires (2019) as well as the national level in each country, where there are ongoing legislative initiatives (2020). We take a comparative socio-historical and gender approach to show the social and political dynamics involved in the legislative processes that lead to the recognition of the rights of caregivers and the cared for in each case, at the subnational levels of the capital cities and the national level of both countries. The history of law represents a dynamic and not a static concept, to the extent that its full conceptual understanding allows for a better understanding of the legal phenomena of the present. Similarly, the transition of Latin American countries towards republican forms of government invariably leads us to the emancipatory processes of the 19th century. We maintain that the consolidation of the idea of the rule of law was fundamental in this transition and, in this sense, represented, through the dissemination of the ideals of freedom and equality, as well as the codification and constitutionalization of the legal system, the notion of the constitutional state, as the most advanced form of the rule of law.

This paper highlighted the discussion about the environmental matters over the criminal proceeding. El objetivo es crear un Software de información capaz de controlar de manera ágil y eficiente el proceso de matrículas en la Universidad Peruana de Las Américas, como metodología de desarrollo de software fue seleccionada la metodología RUP (Rational Unified Process) por su mayor afinidad y claridad de actividades en las etapas de diseño y construcción de este producto, como resultado se consiguió implementar una solución capaz de permitir la programación de diferentes secciones en diferentes horarios de acuerdo con la disponibilidad de los alumnos. La investigación permite concluir que la correcta aplicación da como resultado la agilización del proceso de matrículas, por lo tanto se asegura un mayor número de matriculados.

La experiencia de los procesos de desarrollo en América Latina ha demostrado durante los últimos años la dificultad real de poner en práctica esquemas conceptuales y diseño metodológicos que con gran esfuerzo institucional fueron posibles de desarrollar en medios académicos o centros de investigación de ciencias sociales dentro de la región. El presente documento pretende proporcionar algunos aportes generales sobre el contenido de la programación del cambio social dentro de la planificación global y del valor que adquiere este concepto dentro de la perspectiva del desarrollo integral y autónomo de sociedades en proceso de transformación, tanto en los niveles agregados como en los correspondientes a “programas integrados” y de desarrollo regional.

The world is undergoing a process of broad, complex, fast and non-sequential change. Part of this change has been the growing development of the Pacific Ocean Basin, a fact that has enhanced the geostrategic relevance of Latin America as the great bioceanic territory. The region does not have a multinational agenda in this regard. Its public administrations have not been able to solve pressing chronic problems, the solution of which is essential to advance in the indispensable strategic integration for the development of joint actions in the aforementioned Basin. The COVID-19 pandemic has shown the ineffectiveness of our Latin American public administrations controlling it, as an example of what is urgent to correct. Possible solutions are proposed.
