La guerra anglo-argentina fue, a todas luces, un hecho sorpresivo e inesperado. Incluso, luego de la acción argentina del 2 de abril, era una opinión bastante extendida que "la sangre no llegaría al río". Sin embargo, lo inesperado y para muchos inexplicable, ocurrió. Pero al lado de los acontecimientos militares, que marcaron también algunas sorpresas, hubo en términos políticos un conjunto de actitudes que, fuera del contexto de este conflicto, hubieran sido inexplicables. En América Latina, hemos escuchado a voceros de la derecha y de la alienación a Estados Unidos, criticar al colonialismo y al imperialismo; también hemos visto a gentes de una izquierda que, hasta el 1° de abril, consideraba al régimen militar argentino como una especie de "bestia negra" del fascismo, expresar la más clara y contundente solidaridad con Argentina.

The portraits by Max T. Vargas are an essential key to understanding what fashions were followed by the high society of Arequipa during his time. But also, they provide insights into how Max T. Vargas used both fashion and ambiance resources, rather than post-touching techniques, as tools to portray the photogenic qualities of his clients. This aspect distinguishes Max T. Vargas from the pictorialist fashion being used by the most renowned photographers in the international context of the time and brings him closer to the way modern fashion photographers. However, in the second decade of the twentieth century, when pictorialism was also in fashion in the photographic portrait context of Arequipa, Max T. Vargas could not cope with his competitors and had to move to another city.

The liberalization process of the Peruvian economy, initiated in the 1990s, has led the external sector to a high level of vulnerability in the current global context. On the one hand, the rapid growth of exports -mainly primary products- is linked to the price increase due to China’s strong demand, starting in the 2000s. However, the international crisis of 2008-2009 and the beginning of the Chinese economic model change, had an impact on the process decline of Peruvian exports since 2012; accentuated by the sharp fall in raw material prices and the loss of competitiveness vis-à-vis Asian products. On the other hand, the structure and composition of Peruvian international trade, including a pattern of specialization oriented to the export of low added value goods and the growing import of high and medium technology goods, represent one of the major weaknesses of the national economy.

In the period from 2003 to 2017 progressive governments were elected with a post-neoliberal agenda. Fatigue of reforms, excess of market ideology, little respect for democratic institutions by neoliberal governments, low wages, job insecurity, increase of informal employment, dismantling of unions, and ideological self-assurance in the official media saturated the citizenship. In the middle of the second decade of the 21st century, barely a decade after the progressive parties where elected to government, they began to lose popularity and elections. The assumption that public international law has a homogeneous way of being conceived is one of the major problems observed in its teaching in Peru. This article aims to deconstruct this preconception based on two critics. The first criticism is against the ideological universality that the debate between normativism and jusnaturalism assumes, with the consequent revelation of other possible approaches of international law. The second criticism is against the ideological neutrality in the study of our subject, showing the presence of a global north and south in academic production. For the preparation of this article, it will analyze contemporary literature both produced by Peruvian and foreign authors.

To that end, the author analyzes the importance of marine conservation in the global management of ocean resources, explores the recent developments related to the designation of marine protected areas in the high seas within the framework of the current international legal order and gives his views on the growing trend of establishing the aforesaid protected areas. Likewise, the paper briefly reviews the main international instruments and processes related to the conservation and sustainable use of marine biodiversity beyond areas of national jurisdiction.

Background: The coronavirus disease 2019 (COVID-19) pandemic caused by severe acute respiratory syndrome coronavirus 2 (a novel coronavirus), which was first identified amid an outbreak of respiratory illness cases in Wuhan, China and declared a global health emergency, is currently considered an additional challenge in the management of patients with breast cancer (BC). Cancer patients are more vulnerable to becoming infected with severe acute respiratory syndrome coronavirus 2 and are more likely to suffer additional complications that can increase mortality. Family resilience assessment scale (FRAS): assessing its internal structure in the Brazilian context

It aimed to gather evidence psychometrics of the Family Resiliency Assessment Scale (FRAS). Two studies were carried out with participants from different states in Brazil. In the first (n = 314), the majority female (56.4%), with an exploratory factor analysis being performed, which suggested a three-factorial structure, with adequate precision. The study 2 (n = 336), the majority female, who undergoing hemodialysis (46.4%). Confirmatory factor analysis corroborated the structure tetra-factorial (family communication and problem solving, maintaining a positive outlook, using social resources and economics, and family spirituality). Therefore, the results showed that the reduced version of FRAS can be an alternative to assess family resilience and its correlates.

This research aims to establish the current situation and prospects of Peruvian avocado production, in the context of international trade, using a non-experimental descriptive design. The production and export of Peruvian avocado remain on the rise, with positive forecasts. In 2021, the country harvested and exported 779 000 and 526 000 tons of avocado, respectively. By 2024, a 10 % growth in exports is expected compared to 2023, forecasting an export of 725 000 tons of fresh avocado. This increase is attributed to prior investments, the strong commitment of local producers, and the enhanced productivity of the fields. Regions such as La Libertad, Lambayeque, Ayacucho, and Huancavelica, among others, are key in production. Despite a challenging political context and adverse weather conditions in 2023, the industry managed to meet its estimates.

The protection of cultural property in the event of armed conflict is an issue that has gained particular relevance in recent years due to the wars in the Middle East and recent armed conflicts. Our country’s history is no exception, so this paper examines one of the most significant armed conflicts in the history of Peru in general, the “War of the Pacific,” from the perspective of International Humanitarian Law. This paper identifies the existing international instruments related to the protection of movable cultural property in the event of armed conflict, especially those in force during the 19th century, and analyzes whether these conventions and declarations were respected by the parties to the conflict.

In contexts of non-international armed conflicts, victims have been impacted on their psyche or social fabric, affecting them intimately and altering their environment. The situation is aggravated when the victim’s situation is complex: it belongs to some vulnerable group, where gender, ethnicity, religion, socioeconomic stratum, etc. are attended. The right to mental health is enforceable from international human rights law; however, it often lacks the resources and adequate and sufficient management by States. In this article, some of the standards set by the courts on human rights in cases of armed conflict will be reviewed. Specifically: (i) standards issued by agencies and institutions specializing in mental health and, (ii) mental health reparations provided for by courts. In this paper we analyze the factors that characterize the growth rates that reached the upper middle and lower middle income countries in 2009 by the statical technique multivariant the discriminant analysis, for which it was decided a priori to establish two groups based on positive and negative growth rates to apply this technique. Resulting the discriminant function, which show us the relevant factors for discrimination, these are: public spending, the rule of law, the fertility rate and the index of democracy.

The Peruvian economy has performed extraordinarily over the last 10 years. The 2012 per capita GDP is 66 percent above that of 2002, and more than double its 1992 level. In a long term perspective, the cumulative growth of GDP per capita recorded in the last 10 years has been the strongest since 1900. This is the «Peruvian miracle». This paper aims to find the determinants of the Peruvian miracle. In theory, countries’ macroeconomic performance can be determined by two factors: i) the «good (bad) luck effect» that relates to the international context, which may be favorable or unfavorable, and ii) the «good (bad) policies effects», associated with short-term macroeconomic policies or structural reforms,which are policies that alter the current development model.
