Despite his scarce productions, Victor Erice (1940) is one of Spain’s most renowned teacher of film makers. Cult author, slow and obsessed in his themes, jealous on its soberanity as an artist, he made a cinema counterclockwise the rules of the market, although his three productions received important European awards. It is a cinema that talks of universal human issues from the author’s perspective. A film production more proper for a museum than for the mass entertainment circuit.

Through a rundown of the history of photography in relation to the arts, and an analysis of the historiographical milestones of photographic art, this article proposes some important questions about the differences between photography and paintings, which makes it especially suitable for the artistic expression of our time. The underlining proposal is that the debate about photography as art -or what time of photography is artistic and whatother kind is not is not- is not important, but instead it has to be considered the analysis of photography in the occidental artistic panorama, and the enormous consequences that it has had and continues to have on the reflection about creativity and the reality of our time.

The portraits by Max T. Vargas are an essential key to understanding what fashions were followed by the high society of Arequipa during his time. But also, they provide insights into how Max T. Vargas used both fashion and ambiance resources, rather than post-touching techniques, as tools to portray the photogenic qualities of his clients. This aspect distinguishes Max T. Vargas from the pictorialist fashion being used by the most renowned photographers in the international context of the time and brings him closer to the way modern fashion photographers. However, in the second decade of the twentieth century, when pictorialism was also in fashion in the photographic portrait context of Arequipa, Max T. Vargas could not cope with his competitors and had to move to another city.

Esta investigación tiene como principal propósito de estudio la “INADECUADA IMPLEMENTACION DE POLITICAS DE GESTION DENTRO DEL PROCESO DEL PRESUPUESTO PARTICIPATIVO LEY 28056 EN LA MUNICIPALIDAD DISTRITAL DE SAN JERONIMO, 2019-2020” En concreto, la investigación que presentamos se direcciona hacia la finalidad de establecer mejoras en dicho proceso y también para fortalecer la participación ciudadana distrital, con ello se sienta las bases para atender las demandas insatisfechas de la población.
