This article addresses the concept of a public official in criminal law, the content and scope of which constitutes one of the central topics of contemporary legislation. Modern criminal doctrine has developed an autonomous penal concept of public official, which is not limited to the parameters of labor administrative law and has been reflected in Article 425 of the Penal Code in Peru. Two central components define the concept of a public official for criminal purposes: the enabling title for incorporation into the public administration and the exercise of public office. The following article evidences the importance of considering the concept and the components of the right to the city in the Peruvian legislation. For that purpose, it considers the growing recognition of the importance of cities under the ‘New Urban Agenda’ and the search for assurance of decent life quality for the inhabitants of a city. Moreover, the authors propose to overcome the conception of the city as a physical space where its sole purpose is to produce individual wealth and benefits, for its recognition as a space of interaction and citizen development as a collectivity. Based on this definition, the right to the city implies a guiding principle that seeks to generate spaces for community participation, a fair distribution of urban charges and benefits, and the promotion of active citizenship.

This article shows the results of research carried out on a public library locatedin Lima where we observed the reading practices of children who were frequentusers of the reading rooms during the months of August to December of 2016. The results indicate that the children develop their own reading practices because of the frequent use of the room, the participation of the literacy mediator, and their role as dynamic agents in the use of the library. The reading practices have components: a playful aspect, an educational aspect and a functional aspect. As the child becomes a reader, reading practices become increasingly complex and acquire other characteristics. Reading practices allow children who are frequent users of the library to, in time, acquire the role of literacy mediators.

The National Public Health Sevice was created in Perú in 1912 as National First Care Service with four sections. In the year 1945, its Central Care Post was opened as a Emergency Medical Surgical Service and First Aid. Depression is a mood disorder prevalent in our country that increases vulnerability to suffer affective disorders in adulthood when it appears in childhood or adolescence, with clear implications for the psychosocial functioning. Furthermore anger-hostility brings negative health implications, and in many cases, predicts situations of violence, for it is seen as a result of poor emotional control.
