Zaña es una ciudad histórica importante en el norte peruano. Durante el virreinato, tenía una gran influencia en la zona por lo que se construyeron múltiples Iglesias para demarcar ese poder. Sin embargo, por acción del Fenómeno del Niño (FEN), la ciudad se inundó y se vio obligada a movilizarse, dejando como huellas de esa destrucción los vestigios de unas Iglesias monumentales en medio del paisaje rural. Esto hizo que posteriormente este pueblo sea apropiado por la población afroperuanas y han dejado un legado importante que sigue vigente. Hoy la ciudad se sigue viendo afectada por el FEN y por el crecimiento urbano de la metrópolis chiclayana, dejando de lado a centros poblados menores y con ello, desapareciendo sistemáticamente la memoria histórica que traen consigo. The following article evidences the importance of considering the concept and the components of the right to the city in the Peruvian legislation. For that purpose, it considers the growing recognition of the importance of cities under the ‘New Urban Agenda’ and the search for assurance of decent life quality for the inhabitants of a city. Moreover, the authors propose to overcome the conception of the city as a physical space where its sole purpose is to produce individual wealth and benefits, for its recognition as a space of interaction and citizen development as a collectivity. Based on this definition, the right to the city implies a guiding principle that seeks to generate spaces for community participation, a fair distribution of urban charges and benefits, and the promotion of active citizenship.

The article develops the relationship between the concepts of territorial planning and urban planning in order to study the future perspectives of this field after the Urban Reform of 2021. Based on this, we consider the specific context of Lima where it has been approved the Metropolitan Development Plan to 2040 y the Urban Development Plans are in the making, so as to state how it is possible to concretize the main objectives of the Urban Reform of 2021 through a zoning regulation – the normative element of the urban plans. With that in mind, we set the structure of a proposal of zoning regulation, including the principles, approaches, guidelines and criteria for interpretation; the division of the territory; zoning and compatibilities; urban and building parameters; and land value capture instruments.
