Public Budgeting Program 068 (PP068 by its Spanish initials) is part of the National System for Disaster Risk Management financial strategy and is linked to disaster risk management processes—among them, the processes of Reactive Management (GR by its Spanish initials). It enables articulated interventions between entities from the three government levels to reduce the vulnerability of the population and their means of living. The study determined the relationship between PP068 and GR based on the budget allocation for the products and actions aimed at the preparation, response and rehabilitation processes. This means that the variables have a cause and effect relationship; this is to say, a considerable budget allocation in PP068 helps to put the preparation and response procedures from reactive management into operation, resulting in value creation in municipality interventions as a ...

Background: Several risk factors for noncommunicable diseases (NCDs), including obesity, are associated with behaviors established in infancy that persist throughout adolescence and adulthood. As such, adolescents should be engaged in the design and implementation of NCD prevention strategies. The recent suspension of U.S. government support for various health and development programs in Latin America highlights the risks of dependence on foreign cooperation. This decision compromises Peru's progress in public health, particularly in strategic areas such as HIV prevention, tuberculosis control, and the elimination of communicable diseases. Despite the historical dependence on international cooperation, USAID reports have highlighted the potential for self-sustainability of the programs implemented in Peru. However, the suspension of foreign support significantly impacts on the development of activities that favor health care coverage, continuity of services, and research capacity in public health. These effects could be sustained in the long term, with consequences that are difficult to reverse if compensation measures or national strengthening strategies are not adopted.

This article is focused on the analysis of the children and adolescents protection policies in Uruguay. Specifically, on three programs that are aimed at having a focused intervention mode by territorialization, inter-institutionalism and proximity. It will analyze the tensions and challenges of these programs, taking into account whether they generate real transformations in life trajectories or whether they are processes of individualization of poverty. Uruguay’s State has ratified the Convention on the rights of the children and at a nation level is framed under the code of childhood and adolescence, because of this reason the category should be a priority of the political agenda. Considering this, do these children and adolescents protection policies protect them,or is this just a type of tutoring?
