Linguistic research on the languages of the past by notable researchers has reached a greater peak in recent decades, thus contributing to the discovery of Amerindian languages, their approximate geographical location, as well as the possible contacts that would have occurred between them.The current evidence presented by history, archeology and linguistic studies in Peruvian territory demonstrates that, in ancient times, some societies would have moved great distances from their places of origin. Linguistic discrimination generates inequality, and this is manifested in the lack of responses to meet the legal demands of a sector of the population. The legal case on forced sterilizations during the government of Alberto Fujimori is analyzed in this paper, with emphasis on the suspension of a hearing due to the lack of interpreters of Quechua, the language spoken by several of those affected. The main objective of the work is to analyze expressions related to linguistic discrimination in access to the justice service in Peru. This article deals with the linguistic rights of indigenous peoples in access to the administration of justice. Using indigenous languages individually and collectively is a right that the State has the obligation to recognize, respect, protect and promote. The original languages must be guaranteed, promoted and strengthened, however, in Peru the western culture still subordinates the indigenous peoples. This practice of domination is perceived as a “normal” fact that has been internalized in the indigenous population, generating a problem of self[1]esteem. It is necessary to build a new model of the State with multicultural and multilingual institutions and justice.

When analyzing any language, there are certain categories and ways of conceiving that can occur at various levels with great frequency. Many times, these categories are so universal and self-evident that they show up not only linguistically but have cultural correspondences as well. Such recursive and inclusive themes are called 'linguistic postulates' (Hardman, 1978). While I was carrying out an investigation of the Quichua dialects spoken in Ecuador, I noticed that certain postulates were evident in all the dialect areas that I studied.

The research exposes and analyzes the main loanwords that native Quechua speakers from Paccarectambo district in Paruro province, Cuzco used during the first months of 2016 in their daily interaction. For this study, the conversations of the Quechua speaking farmers have been recorded in their different communicative situations like working the farm, resting, grazing cattle or traveling. Once the recording was finished, we proceeded with the transcription of audios. The age of Quechua-speaking farmers ranges about 50 to more years. With the transcribed texts, we built the CORQUERUPA abbreviation, (Paccarectambo Rural Quechua Corpus). This corpus was subjected to an analysis, mainly under the semantic, phonological and morphological lexical criteria. This article summarizes a group of considerations and the linguistic juridical reflections about the linguistic rights. General considerations are mentioned about the linguistic diversity in the world and Latín American, languages in contact and sociolinguistic relationships. Besides, we developed the topic of the rise of juridical and linguistic conscience world wide regarding languages extinction. Then, we put forward some basic theoretical notions on linguistic rights such as individual and community rights, objective and subjective rights, among others. In this section we deal with aspects related to tolerance and fostering in languages. Finally, as a conclusion, we present some reflections towards the protection, preservation and development of minority and subjected languages.

This work analyzes the legal framework of cultural rights to the use of ancestral languages in Ecuador and Venezuela. Through bibliographic research it exposes the current norms on indigenous linguistic rights in the face of their possible violation. It verifies that, in different areas of justice, the structure and worldview of the original languages is not understood. It proposes the formulation of new public policies in justice systems, from an intercultural perspective as the central axis. Presents the intercultural proposal of the Legal Observatory of the University of Otavalo.

This article focuses on time experienced in the present, that is, the present “progressive,” and examines its linguistic forms of expression in the city of Puno. While all groups draw on both the progressive (I am singing) and the non-progressive (I sing) forms, there is a noted difference in its frequency of use: those “from elsewhere” demonstrate a relative preference for the non-progressive form, whereas Puneños with a strong Quechua-Aymara tradition demonstrate a preference for the progressive form; and the group of traditionally urban Puneños prefers an equal use of both forms. The article suggests that there are two factors that contribute to explaining the high percentage of use of the progressive form: the situation of language contact itself and the need for bilinguals to explain the “durative".

In the historic center and other spaces in the city of Mérida, there are signs written in Spanish, English and Yucatec Maya, whose information is an attraction for visitors, the people of foreign origin, and English speakers who live in the city. From the point of view of sociolinguistics, this study aims to analyze the linguistic attitudes towards the Mayan language in relation to the linguistic landscape by some English-speaking foreigners in the Yucatecan capital, since there are no studies about this population sector. As of the publication of the Law on Indigenous Languages (Law 29735), the use of native languages in any public and private space has become more relevant in Peru. The proof of this are television projects that include languages other than Spanish; even the creators of this content demonstrate a position in favor of the diffusion of the native languages and their culture. The objective of this article is to analyze the translation work performed by the interpreters of the micronoticist Letras TV Willakun to evaluate it as a case of language activism in favor of theQuechua language and culture. The work concludes that, after interviewing the interpreters and part of the program’s audience, this is a case of important developing activism in the university environment, despite its difficulties in the translation process.

In this study, two linguistic postulates of Quechua Chanka are presented. These postulates show some cognitive principles and values of the Andean culture. From the concept of postulate established by Hardman (1972), it is proposed that a linguistic postulate to be considered as such must configure a small morphological system relatively stable. The basic meaning of this system has to be directly related to the cognitive principles and values or norms of behavior of a culture. I have named the two identified postulates as the postulate of certainty and the postulate of warmth due to the basic meaning that their respective morphemes share internally. Linguistic diversity is part of the world’s intangible heritage. But not all languages enjoy the same status or recognition. Alongside the great majority languages, there are many indigenous and minority languages that are barely noticed, and whose speakers are deprived of some basic rights such as education in their native language. This contribution address to the interactive dimension of language as part of human activity, and the mother tongue as a speaker’s right recognized by UNESCO; then it turns the attention to the role played by linguistic diversity in the Sustainable Development Goals to underline its importance for such development; It also stress the need to foster mother-tongue-based multilingual education.

Almost all colonial documentation of Mesoamerican languages was written on discursive models of European inspiration. In order to understand the relationship between the American languages and these models (or Discursive Traditions), and also to understand the theoretical implications, we made an analysis centered on the testamentary tradition to investigate the way these documents were translated to the sixteenth Century Nahuatl language. Este artículo analiza los derechos lingüísticos, las políticas y la planificación lingüística en dos estudios de caso, uno en la Universidad Federal de Integración Latinoamericana (UNILA) y otro en una escuela pública en la ciudad de Foz de Iguaçu. Su objetivo es observar la relación entre la legislación en Brasil y los derechos lingüísticos en contextos educativos. Utiliza una metodología de observación participante, investigación-acción, y el análisis del discurso en documentos oficiales y los producidos por indígenas e inmigrantes. La investigación propone observar y adecuar las prácticas institucionales para favorecer la diversidad, las relaciones simétricas, y mejorar el control de las políticas públicas, a favor de la equidad entre los sujetos y sus derechos lingüísticos.

This paper will analyze the relationship between language practices and childhood among Toba children. The study focused on a marginal urban setting in Buenos Aires where monolingual practices are replacing bilingual ones. Consequently, many children are rapidly shifting to Spanish and loosing their command of the Toba language. Through an ethnographic research, we observed native childhood categorization (nogotshaxac) to systematize the meanings, implicit and explicit, that languages have along different moments in children’s life.

In this article it is proposed, firstly, that the words used by collectors of comics action figures are not registered in the Diccionario de la lengua española [Dictionary of the Spanish Language] (DLE). This is made clear by an analysis of the configuration of linguistic formation processes, including semantic, morphophonological and social ones. Therefore, the main objective is to propose a linguistic analysis of these terms and thus demonstrate that their lexicon is different from the lexicographical proposal.
