This study focuses on the problem associated to the few sentences issued in the Judiciary for cases of cyber offenses, requiring effective attention from the authorities. The Peruvian AEC industry has started implementing VDC and BIM in public projects due to recent regulations that state the progressive adoption of BIM (as a methodology) in public construction. Regardless of the benefits of these new approaches, some challenges to VDC implementation have emerged as a response to the resistance to change of the Peruvian AEC industry, which is stronger in the Peruvian public sector. As a product of the armed violence and the human rights violations committed in the decades of the eighties and nineties, the Peruvian government initiated a process of transitional justice in order to compensate the victims and reconcile a fragmented and divided society. However, there are still issues pending in that matter. One of these issues is the search of the missing persons.The present article will delve into the importance of a policy of search of missing persons in the light of the international obligations on human rights matters of the Peruvian state, and will analyze the weaknesses of their judicial actions to accomplish this task. The need of a centralized organism in charge of this function will be sustained, and a normative proposal for its implementation in the Peruvian legal system will be presented.

The study was conducted in a State Educational Institution of the Constitutional Province of Callao, Peru. Type pre experimental with one group pre and posttest, aimed to determine the improvement of Inferential Reading Skills - HIL, through the design and implementation of a program of Iconic method based on experimental evidence in the study of understanding and learning (Estaún, 1998; Monge, 1992; Rengifo and Marulanda, 2007), in a sample of 93 students averaging between eight and nine years old. An instrument being elaborated based on the theories of Goodman (2002) and Inga (2009); to measure these skills. The implementation of the program was more effective in the ability to solve problems.

This study was mainly based on determining the influence on compliance of the correction of suggestions from the audit reports of the Office of Internal Control in the management of the Provincial Municipality of Lambayeque. The research approach is quantitative, explanatory and correlational, the design is non-experimental. The techniques of obtaining data, the survey, documentary analysis and direct observation were applied. The sample was made up of 17 public officials that comprise the Municipal Manager, Organic Unit Managers, Deputy Managers and Heads of offices of the entity.
