In Environmental Law, the regulation of the consultants and the regime to which they are subject is questioned. However, those who question it have not analyzed the fundamental role that they fulfill within the procedure that implies an environmental certification. Through this article, the author aims to explain the evolution of environmental consultants and demonstrate their role within the economic regime in Peru.

La presente entrevista trata de dilucidar uno de los puntos más cuestionados por la sociedad peruana, el adecuado funcionamiento de nuestro actual sistema de justicia, ello aunado a una serie de cambios que han puesto en duda sobre si efectivamente se está avanzando en la materia ycuáles son los principales déficits que mantiene. Es así que, en la presente entrevista el Dr. Cesar San Martin nos habla un poco sobre esta actual problemática, para luego ir descubriendo propuestas de solución; sobre todo y principalmente a los problemas de corrupción que hacen que nuestro país ocupe uno de los primeros puestos entre los países más corruptos de American Latina y del Mundo.

Several mining extraction projects have been carried out disregarding the right of citizen participation of whom are aff ected by them.Factors such as gender or cultural gaps prevent its effective exercise. Therefore, to guarantee the right of citizen environmental participation, SENACE has incorporated Gender and Intercultural approaches to their environment assessment procedure.In this article, the author stars to review the concept of citizen participation and then analyze its environmental variant. Later, analyzes the recognition and implications of citizen environmental participation within the context of environmental assessments, to further evaluate the need of incorporating the Gender and Intercultural approaches. Finally, analyzes the role of the State as a guarantor of the right of citizen participation and values...
