El artículo presenta consideraciones sobre las ventajas que el régimen parlamentario tendría con respecto a los regímenes presidencial y semi-presidencial en lo concerniente a la preservación del Sistema democrático. No se señala que, en el caso concreto del Perú, lo más recomendable sea implementar un régimen parlamentario, ni que, de adoptarse por dicho régimen, se evitará nuevos golpes de Estado. Sugiere simplemente, que por sus características, el régimen parlamentario parece ser más flexible para la solución de las crisis políticas y, por ello, menos proclive a la ruptura del sistema democrático.

Women were one of the last social groups to conquer political rights in contemporary democracies. Although there are no more legal obstacles for female political participation (active and passive), women’s presence in Brazilian parliaments is minimal. In the Lower House of Parliament (Câmara dos Deputados), after 2014 Elections –that is, 19 years after gender quota regulations in Brazil– women still occupy less than 10% of the seats. Illicit activities that collect large amounts of money are linked through lobby, campaing financing, and similar activities, with various state sectors and seem to be left aside when analyzing the impact of money on politics. Following this premise, this research is framed within the studies on the political strategies of illegal mining groups in particular in the Madre de Dios Region. The Peruvian political transition of 1956 allowed senators like Raúl Porras Barrenechea to give more importance to the function of political representation than to other parliamentarian’s functions, such as political control, legislative issues and deliberation. The explanation for this preference lies in the need to democratize a society that during the previous government of Manuel A. Odría ?the authoritarian period of eight years? had interrupted the mediation between parliament and society, and instead had generated patron-client relations between a depoliticized population and the leader in charge of the Executive Power. Hence, privileging the function of representation meant contributing to the promotion of citizenship and the channeling of demands through Parliament.

In a context where digital media increases the proliferation of information, this research addresses media literacy as a possible solution to fake news. This article analyzes the relationship that fourth-year high school students from a school in Lima have with the media they interact with, in order to evaluate the degree of development of their media literacy. To do this, the CRAAP test was applied, which allows us to know the criteria they take into account when distinguishing a fake news story from a true one based on levels of currency, relevance, authorship, accuracy, and purpose of the text. As a result, the students evaluated false and true information very similarly, leading to the conclusion that they do not possess an adequate level of media literacy. This article discusses the use of the mechanism of parliamentary control of interpellation to ministers in the Peruvian case, with the objective of stablish which factors determine the effectives of opposition groups to approve the motions of interpellations they present during the post- Fujimori goverrnments of Alejandro Toledo, Alan García and Ollanta Humala (2001-2013). Taking into account the size, discipline and the number of motions presented, this research argues that the most effective parliamentary groups have high levels of discipline and present a reasonable number of motions, in relation to their capacity to approve them. The levels of discipline and effectiveness of each parliamentary group were calculate through the recompilation ofdata from 85 motions and 36 debates about the admission of the process.

This article discusses Parliamentary control over bureaucracies. In the first place, it reviews a number of studies that explain how the American Parliament influences public administration with the intention of guarantying that their intererst and preferences are protected in the decision making process. The American example demonstrates that the model of separation of powers does not take into account that Parliaments should avoid attempts to control the bureaucracy. In the second place, it analyses the Peruvian case and proposes a series of informal mechanisms by which the Parliament exerts influence over the bureaucracy and the public policy cycle.
