This article analyses how the concept of citizenship is addressed in 15 Peruvian cybermedia platforms and how Internet users use this term on the basis of the information published, in order to know the semantic coincidences and differences in media and public agendas. This research was carried out using a mixed method which combines the classical analysis of news’ content, computer analysis of users’ comments and interviews. Among findings validated by media journalists, the little attention paid by platforms to citizens is highlighted, as well as the divergence between the approaches of the senders and users. Some solutions to the abovementioned misunderstanding in this field of unquestionable public interest that affects both public debate and the development of citizens who are aware of their roles in society are proposed.

We begin 2008 with the determination to continue encouraging research under the strictest parameters existing in the country. In this issue we publish an excerpt from the winning work in the 2007 research contest: “Education and labor income in Peru”, by Eduardo Quiróz and José Espinoza. The excerpt, which we have entitled Education and income: methodological aspects and studies in Peru, is devoted to mathematical formalizations and includes a review of the Peruvian bibliography on the impact of education on economic status; the analyses and conclusions of the study do not appear, as they will be the subject of a special publication. The respective contest for the present period has already been announced and we are receiving the projects.

In Peru, scientific journals are in constant growth, as they seek to make visible the scientific work of licensed public universities. In this sense, the objective of this research was to evaluate the historical evolution and future perspectives of scientific journals in Peru. The research was carried out by reviewing the official web pages of each institution, taking into account the official list of universities authorized by the Superintendencia Nacional de Educación Superior Universitaria (SUNEDU). We reviewed journals that are included in the Sistema Regional de Información en Línea para Revistas Científicas de América Latina, el Caribe, España y Portugal (Latindex Catálogo 2.0), SciELO, Web of Science (WOS) and Scopus. This article explores the organization of transnational care provided to older people whose one of their children lives abroad. Based on interviews conducted mainly with older mothers, it analyses the articulation between care received locally and at long distance, the practices they provide to care for family members, and their self-care activities to support themselves in an «independent» old age. The findings confirm the central role of families, particularly of women in ensuring a welfare regime for the older adult population and mitigate the effects of social unprotection.

The forced expropriation has been, since the origins of the Peruvian Republic, a useful mechanism for the Government to meet its objectives, at the expense of the lawful damage inflicted to the private actors, conferring a fair compensation in return.In this article the current Peruvian legal regime of forced expropriation is studied, for which purpose both authors compare it with the regulation in the earliest Peruvian constitutions and laws, discovering that the concept has not always been designed in the same way by the constituent or the legislator.

The maternal mortality ratio (MM) in Peru for the year 2020 has been estimated at 81.6 per 100,000 live births, negatively moving away from the downward curve of maternal deaths which from 114.2 per 100,000 live births in 2004 had declined to 55.1 per 100,000 live births in 2019(1). Peru has the same number of maternal deaths to date as in 2012(2). There has been a considerable delay in the goal of reducing maternal mortality, in order to comply with the Millennium Development Goals(3). The explanation for this adverse situation is the COVID-19 infection, which has plagued the world since the beginning of 2020.

A semiotic perspective that reconsiders the relationships between symbols, their mediation with language, and their nature is currently of interest in science. The aim of this study was to examine how symbolic mediation occurs by employing the epistemology of concepts as an analytical strategy. The design was a systematic scoping review based on, on the one hand, Charles Peirce's semiotic theory and, on the other hand, a discourse analysis through the conceptual parameterization of a symbolic corpus extracted from the cultural context of Peruvian society. The analysis relied on the concept of habit from Peircean semiotics to overcome traditional views on symbolization and thus explore the applicability of symbols in differentencoding systems. This essay is a review of the main activities carried out by the Peruvian American Medical Society (PAMS) in terms of health cooperation in Peru. In the last 48 years, PAMS activities have been evolving, going from assistance through medical missions, to capacity transfer and strengthening of Medical Education in Peru. Likewise, PAMS has demonstrated the capacity to provide support in contingency situations, such as the latest activities in support of the country during the COVID-19 Pandemic. The lessons learned from this cooperative experience are analyzed, recognizing future possibilities that may contribute to the strengthening of the Peruvian Health System.

The evolution of the world economy and national economies is marked by di- fferent types of cycles: long-term Kondratieff cycles, financial cycles and crises, classical economic cycles. They are related and somehow nested. Here through an analysis of the contributions in this regard and in honor of the work of Bruno Seminario, who addressed these issues for the Peruvian case. The downswings of the five global Kondratieff cycles are revealed to contain thirteen of the fourteen global recessions identified from the late nineteenth century to now. In this article, the visions and perceptions of national identity held by girls and boys residing in the border region of Tacna and Arica were explored. Therefore, a portion of the results obtained in the doctoral research thesis "Drawing the Border: Tacna and Arica from the perspective of boys and girls," presented in 2021 at the Department of Latin American Studies at the University of Brasilia, is presented. This article studies the transformation of State-society relations in the Peruvian Upper Jungle through the analyses of the rise and fall of drug trafficking in the Upper Huallaga Valley and the consolidation of «alternative development» in the San Martin region. After a brief historical introduction to the origins of drug trafficking in the valley, this paper focuses on the state efforts to fight drug trafficking since the late 1970's until the current days, in which the «Miracle of San Martin» managed to consolidate. The article discusses the importance of the type of drug policies to be implemented and the context in which they are put in practice, it discusses the role of local actors, sub-national governments and the international cooperation to consolidate the «Miracle of San Martín».
