This article analyses how the concept of citizenship is addressed in 15 Peruvian cybermedia platforms and how Internet users use this term on the basis of the information published, in order to know the semantic coincidences and differences in media and public agendas. This research was carried out using a mixed method which combines the classical analysis of news’ content, computer analysis of users’ comments and interviews. Among findings validated by media journalists, the little attention paid by platforms to citizens is highlighted, as well as the divergence between the approaches of the senders and users. Some solutions to the abovementioned misunderstanding in this field of unquestionable public interest that affects both public debate and the development of citizens who are aware of their roles in society are proposed.

This article is part of an investigation that, either from the history and communication field, focuses on three regional journalism companies of large trajectory which represent the three regions of Peru- coastline, highlands and rainforest: The Sun of Cusco (1901), The Time of Piura (1916) and Ímpetu of Pucallpa (1969). There are no recent studies in the country about the so-called provincial or regional press therefore this research updates the information related to the business management of these media which have been recognized as important within their respective jurisdictions according to a recent readers surveys.

Computer fraud is a crime that increased in the context of the Covid-19 pandemic in the world, and Peru was no exception. Therefore, we were interested in gathering Peruvians’ perspectives on the use of the press and social media in the dissemination and, eventually, their participation in a digital financial literacy strategy, as a preventive measure to avoid further losses from this crime. A survey of 429 residents in Metropolitan Lima and interviews with 25 victims of computer fraud revealed that Facebook and conventional television are the platforms most used to learn about the modus operandi of crime; that the majority do not share their experiences in the media because they distrust them or perceive that they do not contribute to clarifying their complaints. The role of women as leading actor of social change has been shown from various perspec- tives and approaches in newspapers, literary magazines and/or cultural newspapers in Latin America during the twentieth century. This study analyzes how the newspaper article perpe- tuates the social, cultural values as well as the social capital of women and their involvement as an active member of civil society and politics. Historically, the press has contributed to women for entering the public sphere allowing them to participate actively in the life of their nations. The so-called “chicha” journal (prensa “chicha” in  Spanish) represents the darkest advertising, informative and sociopolitical phenomenon of Peruvian journalism. It doesn’t have precedent in the sense that it was promote from the top of the political power with a specific purpose, using resources from national exchequer; there are not similar experiences in other democratic systems. To damage, libel or defame the opponents from the State scandalized the international community to the point that the international organizations demanded the respect of the rights of the aggrieved, persecuted and the libeled ones. This article is an approximation to the analysis of the transit from electoral communication to government communication, a period that is usually addressed as two differentiated dimensions, but which can be enhanced to contribute to the governments’ legitimacy and their relationship with citizens (information activists). After measuring university students and professionals’ electoral preferences in Lima, we conclude that the articulation of electoral and government communication consists not only in recognizing the expectations of these citizens, widely expressed during political campaigns, but also in consolidating dialogue channels during the government administration.
