One of the most conflictive scenarios for criminal law and its punitive and preventive responses is found at the confluence of armed conflicts, being these an inexhaustible engine of production of regulated criminal acts, both nationally and internationally. The present work will focus its study on those crimes related to internal armed conflicts and on how we can reach a more comprehensive legal logic from a dogmatic criminal perspective derived from the theory of crime —more than a political response in amnesty—, specifically through assumptions of need, when providing a definitive resolution to a context of armed conflict, which requires unrestricted criminal solutions to the dialectical borders of each government in office.

The Pacific Alliance is a new initiative for integration in Latin America. It is part of the process that drives globalization in search of a better use of the opportunities presented in the international market. Opportunities provided by new production processes, which represents a challenge: moving from a primary exporting country to an exporting country with higher value added. This paper explores the Pacific Alliance trying to explain the binding agreements that its members have adopted in order to liberalize the trade of goods and services within the block. It analyses these agreements, considering the potential trade opportunities that such a liberalization process promises. The research states that even considering the poor levels of economic interdependence among the members of the Pacific Alliance and despite the fact that economic integration inside the block has more formal than real connotations; the true chance of developing value chains for the Asian markets presents the Pacific Alliance as an important tool in order to obtain both economic growth and social development

Historically, India’s links with Latin America have been cordial, but they lacked of any substance. India approached the region after the political and economic reforms carried out in the 1990s. Even though the commercial dimension was where most efforts have concentrated, there has not been a substantial increase in values. The Latin American region has used regional integration processes as instruments for development and as means to link with other international actors, like India. This article aims to analyze the political conduct of the Peruvian Chinese during the Pacific War. We will delve into the process of incorporating a Chinese unit into the Chilean army as an auxiliary force and its oath on the eve of the battles for the Peruvian capital in January 1881. The sources consist of eyewitness accounts of the ceremony, all of whom were Westerners: Chilean officers, journalists, and some European military observers. Early accounts of the Pacific War from Chilean and Peruvian authors, specifically Vicuña Mackenna and Paz Soldán, respectively, will also be utilized. In this essay we will analyze the suitability of the establishment of the Marine Protected Area (MPA) of the Tropical Pacific Sea, which would be located off the coast of Piura and Tumbes. Based on an analysis of the literature regarding the design and implementation of MPAs, we will point out some aspects that should be taken into account by administrators and decision makers in all the stages related to the process of assigning the MPA figure to a specific geographical area. Also, we will review the official documentation developed in the proposal process by various state agencies. The objective of this essay is to provide insights into the correct preparation of a proposal that changes the legal system on which the geographical area chosen to be protected rests.

Initiatives negotiating regional agreements and bilateral free trade negotiations, have become a feature of the current international economic relations and Latin America could not be excluded. Currently biogeochemical models are used to understand and quantify key biogeochemical processes in the ocean. The objective of the present study was to validate predictive ability of a regional configuration of the PISCES biogeochemical model on main biogeochemical variables in Humboldt Current Large Marine Ecosystem (HCLME). The statistical indicators used to evaluate the model were the bias, root-mean-square error, correlation coefficient and, graphically, the Taylor’s diagram. The results showed that the model reproduces the dynamics of the main biogeochemical variables (chlorophyll, dissolved oxygen and nutrients); in particular, the impact of El Niño 1997-1998 in the chlorophyll (decrease) and oxygen minimum zone depth (increase). After the War of the Pacific, education became crucial in addressing the lack of patriotism and the perceived “indigenous inferiority”—factors that, according to intellectual critique of the time, had led to the defeat by Chile. This article aims to analyze how the Peruvian state restructured the educational system during the period of National Reconstruction. It explores the challenges and approaches of Peruvian schooling throughout the nineteenth century. By examining the development of educational institutions up to 1879, it seeks to understand the reconstruction process in the post-war years until the late nineteenth century. Analyzing education in these periods allows us to understand its role during the foundational moments of the Republic.

The cumbersome administrative process of trading in the Asia Pacifi c region has lead to propose the creation of a Free Trade Area of the Asia Pacifi c Region (FTAAP), as part of the governance structure. In this respect, the Asia Pacifi c Economic Cooperation (APEC) would play a major role regarding the setting of guidelines for economic cooperation and a free and open approach to investments. It is also provided that APEC’s legal framework may be applied to the economic activities which have not been regulated by other international agreements, offering advantages as adapting to the real conditions of each state and the standardization of the already existing regulations. However, this non-binding framework, (soft law), does not foreclose, but complements the OMC’s binding legal framework (hard law).

Objective: Put into perspective free trade and its impact on trade liberalization with the Pacific Alliance bloc. A balance has been made of the main aspects related to the international trade of this block during the last 45 years which marked a new stage of commercial relevance for the economic development of these countries; and from Latin America. Method: The type of research used was of an experimental type, with a transactional or cross-sectional design.
