The objective of the research was to design a process management model for competitiveness in an MSE in the Hotel Sector against COVID-19. The methodology used is prospective-descriptive, a questionnaire reliable (Cronbach's Alpha with 0.736) and validated in the opinion of experts was applied to 27 clients (convenience sampling) and collaborators. The company complies with what is necessary, however, they do not exceed the expectations of their clients, due to the absence of good practices in process management. A new process management model was developed, analyzing the hotel internally and externally, the activities of the reservation process were detailed, their characterization and indicator sheet for the process under evaluation. Este trabajo evalúa la capacidad deliberativa de los procesos constituyentes de 1979 y 1993. Adicionalmente, examina el lugar que le correspondió ocupar al fenómeno de la violencia política en dichos procesos. En ese orden, se puede advertir que la Constitución de 1979 no abordó el problema de la violencia política, y tampoco lo hizo la Constitución de 1993, más bien buscó soluciones punitivas para enfrentarlo, además que esta última tuvo origen antidemocrático. El proceso constituyente como un espacio de articulación, expresión y participación pública democrática quedó frustrado porque ni la Constitución de 1979 y ni la de 1993 abordaron el factor de la violencia política en el debate y discusión constitucional.

This article presents some of the results obtained from the analysis performed to the health sector budget. The study focused the analysis in the city of Lima. The methodology not only looks for a discussion of resource allocation in the health sector, it goes further and makes an analysis applying a Public Expenditure Tracking Survey (PETS) methodology.
