La CVR hace referencia centralmente a la manera en que los peruanos nos hemos tratado entre nosotros y, por ello, muestra el comportamiento — lamentable, por cierto— de todos los sectores sociales y políticos involucrados en el conflicto armado interno, es decir, en la guerra que inicia el Partido Comunista Peruano-Sendero Luminoso(PCP-SL) en 1980 y que se desarrolla hasta el año 2000, aproximadamente. Por lo tanto, no es una página gloriosa de nuestra historia reciente; más bien es un período lleno de recuerdos desagradables y tristes, que nos avergüenzay nos lleva al silencio. La información que nos proporciona la CVR es siempre un tema de coyuntura, pero a la vez una verdad actual que nadie quiere escuchar y que se prefiere eliminar sistemáticamente del presente.

El artículo plantea los vínculos necesarios que deben existir entre el Estado y el diálogo. Se propone que el Estado es el espacio de diálogo por excelencia y para ello el texto se apoya en la naturaleza ética que es inherente a la constitución del Estado. El Estado, además, representa una perspectiva estratégica y de futuro para la vida humana en el mundo que se expresa y funda en asuntos tan importantes como la igualdad, el reconocimiento y la democracia. Esta reflexión del Estado tiene como interés recolocar el rol del Estado frente a sus dificultades y límites concretos por convertirse en un verdadero espacio de diálogo. We are pleased to present another issue of Revista Kawsaypacha: Sociedad y Medio Ambiente, a journal of the Institute of Nature, Earth, and Energy at the Pontificia Pontifical Catholic University of Peru (INTE-PUCP). In this 11th issue, several important contributions are gathered, allowing us to contribute to a better understanding of socio-environmental subjects.

We present issue number 15 of our journal Kawsaypacha: Society and Environment. This edition continues our ongoing effort to compile research related to the social and environmental challenges of our time. The issue is divided into two sections. The first section features the Dossier: Environmental Policy and Management, which has been organized and prepared by Dr. Iván Ortiz. It includes twelve articles dedicated to topics such as environmental policy, environmental control and management, and studies on the environment. The second section, Academic Articles and Essays, contains several additional contributions addressing diverse topics such as watershed management, tourism policies, issues related to the co-production of knowledge, and proposals aimed at improving the planet’s conditions.

This article discusses the necessary linkages that must exist between the State and the dialogue. To propose that the State is the space for dialogue par excellence, the text relies on the ethical nature that is inherent in the constitution of the State. Furthermore, the State represents a strategic and forward-looking perspective for human life in the world that is expressed and founded on such important issues as equality, recognition and democracy. This reflection about the State aims to reposition the role of the State in the face of its actual difficulties and limitations at becoming a true space for dialogue.
