The purpose of the study is the diagnosis of practice and the introduction of new legal norms and digital technologies of municipal administration; life quality improvement and sustainable socio-economic development provision in all municipalities of vast Russia. The article analyzes the necessary changes in the Constitution of the Russian Federation (1993), which should ensure life quality increase and accelerated socio-economic development of municipalities. In this paper we analyze the most stable structure and the evolution of the reactivity of local using the indices of Fukui in systems phenolic substituted in position-para as amending function based on different methods. The results explain the substitutions: Electrophilic and aromatic nucleophilic and acylation in phenolic systems. The calculations were carried out at a level: HF/3-21G, B3LYP/3-21G, B3LYP/6-31G(d) and MP2/6-31+G(d), established the level of calculation for each type of reaction studied.

This master thesis is devoted to the design, analysis, and experimental validation of an energy-based control strategy for the well-known benchmark cart-pole system in implicit Port-Hamiltonian (PH) representation. The control scheme performs two tasks: swingup and (local) stabilization. The swing-up controller is carried out on the basis of a generalized energy function and consists of bringing the pendulum trajectories from the lower (stable) position to a limit cycle (homoclinic orbit), which passes by the upright (unstable) position, as well as the cart trajectories to the desired point. Basado en un modelo matemático que describe la dinámica de fluidos dentro de la tubería de agua mediante dos ecuaciones diferenciales parciales que son hiperbólicas, lineales, unidimensionales y acopladas, se deriva y diseña tanto un observador dinámico como algebraico. The automatic characterization and classification of plant species is an important task for plant taxonomists. On this work, we propose the use of well-known pre-trained Deep Convolutional Neural Networks (DCNN) for the characterization of plants based on their leaf midrib. The samples studied are microscope images of leaf midrib cross-sections taken from different specimens under varying conditions. Results with traditional handcrafted image descriptors demonstrate the difficulty to effectively characterize these samples. Our proposal is to use DCNN as a feature extractor through Global Average Pooling (GAP) over the raw output of its last convolutional layers without the application of summarizing functions such as ReLU and local poolings. This paper analyzes the information treatment of the Mapuche people in the newspaper El Mercurio during two periods. First, between 1950 and 1973 (twentieth century); and second, during the years 2010, 2013 and 2014, (21st century). To this end, a corpus of 340 journalistic texts has been selected, of which 147 correspond to the 20th century (1950-1970) and 193, to the 21st century (2010, 2013-2014). The analysis shows that most of the frames are linked to conflicts, criminal prosecutions and arson attacks; so that El Mercurio prioritizes connotations and negative events to inform about the Mapuche indigenous people.

The current work aims to design a computational framework based on artificial neural networks (ANNs) and the optimization procedures of global and local search approach to solve the nonlinear dynamics of the spread of COVID-19, i.e., the SEIR-NDC model. The combination of the Genetic algorithm (GA) and active-set approach (ASA), i.e., GA-ASA, works as a global-local search scheme to solve the SEIR-NDC model. An error-based fitness function is optimized through the hybrid combination of the GA-ASA by using the differential SEIR-NDC model and its initial conditions. The numerical performances of the SEIR-NDC nonlinear model are presented through the procedures of ANNs along with GA-ASA by taking ten neurons.
