This article looks at US foreign relations. The changes that occurred at the end of the 1980s brought new perspectives on theory into discussion, with realism and neorealism at the heart of the debate. The author goes on to dissect different outlooks on the redistribution of world power and the role that will fall to the US in the future, stemming from an analysis of its foreign policy in the new international environment. The author also turns his attention to the new role of international organizations, military and economic power, as well as democracy and human rights.

The Latin-American republics that emerged from Independence formed a regional order characterized by the precariousness of its members, as well as a disadvantageous international position. The abrupt collapse of the imperial structure they belonged to and modernity’s great transformation, which modified the global patterns that those territories had adapted to during colonial rule, expressed themselves in challenges they were not prepared for and threatened their viability. This essay offers an initial approach to that complex issue.

In February 2019, Peru and the Russian Federation celebrated the 50th anniversary of the establishment of diplomatic relations at Embassy lev-el. However, the first diplomatic contact between the two countries dates back to 1863, with Peru being one of the first states in the region to es-tablish a relationship with the then Russian Empire. Once the Soviet Union was established in 1917, interaction with Latin America was generally scarce for several reasons: geographical distance (and proximity to the hemispheric hegemon, the United States), the fer-vent anti-communist stance of the elites in the region and, in the eyes of the CPSU, the supposed low revolutionary potential of Latin America. On-ly with the inauguration of Khrushchev’s “peaceful coexistence” policy and, even more, the Cuban Revolution of 1959, Moscow began to exhibit a, clearly pragmatic, rapprochement to the region,...

This article reviews the processes of consolidation of the principle of legality and of the criminalisation of crimes against humanity in international criminal law from a historical perspective. It starts with the Nuremberg Tribunal of 1945 and then traces the development of these two processes side-by-side: the enshrinement of the principle of legality in a series of universal treaties protecting human rights between the 1960s and the 1980s and the criminalisation of crimes against humanity in the Statutes for the International Criminal Tribunals for the former Yugoslavia and for Rwanda and in the Rome Statute of the International Criminal Court.

The construction of Latin America, as a vast and heterogeneous region, was strongly influenced by the independence processes in the nineteenth century. It should be noted that independence was not only a local process, but also transformed the global scenario by introducing new political actors, who then faced challenges such as the search for recognition, internal stabilization, institutional organization and the definition of borders. Through a historical-legal analysis, and an exhaustive review of bibliographic sources, this paper seeks to reflect on the internal tensions faced by the nascent Latin American states after the independence struggles, as well as on the process by which they managed to establish diplomatic and commercial relations with their peers, consolidating their presence in the world and configuring a certain regional identity. The legacy of this period is reflected ...

The aim of this paper is to understand the drivers of international performance for service firms. Qualitative interviews and a literature review are used to build the model which is tested empirically on computer-related (CR) service firms using structural equation modeling (SEM). Results show that standardized services and services requiring limited face-to-face contact positively influence international performance. In addition, joint venture and establishment abroad are the two most effective modes of entry. Finally, firm size and international experience are also significant drivers of international performance. As a practical implication, the research suggests that firms with limited capabilities should prefer to export standardized services requiring limited face-to-face contact.

The essay analyzes the provisions of the Political Constitution of Panama relating to the conclusion of international treaties, based on the law of foreign relations. To this end, it defines what the law of foreign relations is, according to specialized doctrine. It then identifies Panama's constitutional norms, under which it expresses its consent to be bound by an international treaty. Subsequently, it analyzes the way in which these provisions have been interpreted by the domestic authorities of the State, with special emphasis on the jurisprudence of the Supreme Court of Justice. Finally, the author sets out his considerations in relation to the points mentioned above.
