This article looks at US foreign relations. The changes that occurred at the end of the 1980s brought new perspectives on theory into discussion, with realism and neorealism at the heart of the debate. The author goes on to dissect different outlooks on the redistribution of world power and the role that will fall to the US in the future, stemming from an analysis of its foreign policy in the new international environment. The author also turns his attention to the new role of international organizations, military and economic power, as well as democracy and human rights.

Designing adequate social policy involves "bearing in mind" a theoretical reference framework that enables it to work in practice. The aim of this article is to air a number of ideas on the subject, with an emphasis on the input of tools that provide economic theory applicable to the health sector. The usefulness of such a framework is that it provides a meeting ground for health specialists and economists.

Significant institutional changes have taken place during the government of Alberto Fujimori. What is the meaning of these changes? Do they reflect Alberto Fujimori's strategy of power consolidation? Are they the result of the strategy of dominant economic classes to continue exploiting Peru's resources? Or are these institutions reflecting a process of democratization of the state? This article explores these questions by examining state institutions in the area of public services. The argument is briefly the following: although still incomplete, the regulatory state in public services means democratic progress compared to the previous form of state intervention based on public owned companies.
