The present article analyzes the importance of functional or program budgets in the public sector, as well as their implementation in Peru. In this context, the author defines functional budgets as a tool for public planning and management that allows for the allocation of public resources based on specific objectives, through the identification of programs and projects that can best contribute to achieving said objectives. On the other hand, it is established that the implementation of such program budgets in Peru has posed a series of challenges and difficulties due to the lack of serious plans, the broad powers of the legislative branch, as well as the null capacity for monitoring and the lack of continuous evaluation of programs by the government. The purpose of the present paper is to improve the global convergence results established so far concerning the Augmented Lagrangian Algorithm with exponential penalty function for solving nonlinear programming problems with equality and inequality constraints. We prove global convergence for KKT points under the PAKKT-regular constraint qualifications, which results as a consequence that accumulation points generated by the algorithm are PAKKT points. This convergence result is new for the augmented Lagrangian Method based on the exponential penalty function. An interesting consequence is that the estimates of the Lagrange multipliers computed by the method remain bounded in the presence of the quasi-normality condition. Finally we give optimality and feasibility results for the convex case.

Positive Youth Development (PYD) is an approach that promotes resilience and focuses on youth strengths rather than their weaknesses as done by the traditional deficit-based perspective. Research in Europe and North America show that developmental assets are associated with school success, psychological well-being, and lower health risks among youth and young adults. However, not much research has been done on these associations in Latin American contexts. The purpose of this research study is to assess the association between substance use behaviors, such as drunkenness and the use of illicit drugs, and mental health, together with the mediating role of developmental assets representing youth strengths (e.g., social competence) and contextual resources (e.g., social support at home or school). El presente trabajo de investigación se realizó con el objetivo de determinar la influencia del uso de un generador de código de programación en la etapa de implementación de un software de la empresa Inka Mall S.A.C. El tipo de estudio fue pre-experimental; con una muestra constituida por ocho tablas del modelo de base de datos de un proyecto de la empresa. Social impact assessment (SIA) has become an important factor for social conflicts prevention. In this study, we conducted SIA using the center-point triangular whitenization weight functions (CTWF) method, which is based on grey systems theory. A case study was conducted on a hydrocarbon exploration project located in the Gulf of Valencia, Spain. Two stakeholder groups and four evaluation criteria were identified. The results revealed that for the group of the directly linked population, the project would have very negative social impact; and for the group of indirectly linked citizens, the project would have negative social impact. The results could help central and community governments to make the best decision on the project. The method showed interesting results and could be apply to SIA of other projects or programs.

Interpersonal partner violence (IPV) is a worldwide public health problem. As a result of IPV, victims report high rates of physical and behavioral disabilities. Help-seeking behaviors are key to obtaining support on facing and managing IPV. Cultural practices such as machismo, marianismo, and familismo are related to keeping quiet and remaining in an abusive relationship in Latinas. Difficulties in sharing emotions, setting interpersonal boundaries, and communicating needs are also behavioral barriers to seeking help in this population. All these factors are associated with social disconnection which reduces victims’ chances of obtaining support in risky situations. Objective. In low- and middle-income countries, heart failure (HF) is the leading cause of death and disability. Materials and methods. A feasibility study was conducted to assess the fidelity, reach, and adoption of an educational program led by non-medical staff to improve outpatient care for patients hospitalized with HF in the local public health system. Results. Thirty patients were included, with a mean age of 55.3 years (63.3% male). A total of 97.3% of planned home visits and 90% of scheduled phone calls were completed. Counselling modules were delivered during 90.4% of home visits, with no significant challenges reported during implementation. This research was comparison of user experience between the Scratch and Code.org platforms, for being used by novice program-mers. The comparison was taking into seven factors that influ-ence user experience, including usefulness, usability, desirability, findability, accessibility, credibility, and value. The research was carried out with the participation of 40 people with little or no knowledge about programming topics, the people carried out the following tasks: Register on the platform, use a sample project, create a project, program using block-based programming, explore the features and functionalities of the platform. In general, both platforms offer a good user experience for novice programmers. Finally, it is concluded that Scratch offers a better user experience, because it exceeded Code.org in 4 of the 7 factors.

Programs aimed at improving the mental health of users require records to improve the actions of the personnel who coordinate them. The purpose of the study was to systematize the experiences in the improvement of the Continuity of Care Program of the Community Mental Health Center La Victoria, Peru. The research was configured within a qualitative approach, with a participant action research design, complying with the phases of diagnosis, planning, execution, systematization and evaluation. Currently teaching related electronic technologies requires students to bring increasingly complex technologies such as wireless communications systems. To achieve this approach we have implemented a prototype system hardware that includes a MIPS32 processor architecture and technologies embedded wireless modules Wi-Fi, Bluetooth, GSM / GPRS, ZigBee and GPS. Whose main function is to monitor the synchronized operation of the wireless communication between modules. On the other hand it has developed an application Graphical User Interface or GUI- programmed QT Creator v2.3 open source platform used to enter configuration commands or receive data or wireless modules. The method of approach that has the student with the system through a laboratory manual is made whose content has an active learning methodology comprising motivation, acquisition, transfer and evaluation of knowledge.
