Nowadays it is necessary to strengthen health information systems and data-based solutions. However, there are few graduate training programs in Peru to use tools and methods of data science applied in public health. This article describes the development process and the initial assessment regarding the experience of the participants in an international multidisciplinary diploma in data intelligence for pandemics and epidemics preparedness, which was carried out from January to May 2021. The diploma was structured in 7 modules and 40 Peruvian professionals participated, of which 11 (27.5%) were women, and 16 (40%) came from regions outside of Lima and Callao. We discussed the need to strengthen institutional and health professionals’ capacity to adequately manage large volumes of data, information, and knowledge through the application of emerging technologies to optimize data manageme...

The objective of this work is to understand if the accounting study programs of the main Latin American universities consider content oriented to the management of Internal Control in family businesses, in compliance with the suggestions made in the International Education Standards (NIE) for the formation of the public accountant.A review and analysis of the literature was carried out, developing a descriptive theoretical research, where the results indicate that 62.5% of the main Latin American universities develop between one to three subjects directly linked to Internal Control in their accounting study programs. In the same way, studies carried out in the region indicate that the adoption of the NIE is relatively low and at the same time highlight the importance of comprehensive training in the future public accountant, which highlights the need to strengthen these skills in the reg...

We present the first results of the teaching methodology applied at the Universidad de Ingeniería y Tecnología (UTEC), Lima, Peru, to involve undergraduate engineering students in advanced research projects starting at the freshman year. Students at UTEC start taking mandatory engineering semester projects, similar to Capstone projects, starting on the first semester. Students with good performance and, more important, with a high will to keep learning extra topics, are invited to participate, to learn using a project based learning methodology, in the Research Laboratories led by experienced professors. The successful students start participating in advanced research projects as developers. In this manuscript, we present the case of two students who started learning hardware design, in their freshman year, and by the beginning of the third academic year, their work, which was part o...

The social programs to combat poverty have been under permanent observation both by the beneficiaries of these programs and by the criticism they received for the political use that was given to them. Two major issues aroused interest in the study of these programs. First, because, despite the investment from the public treasury and the contributions from international cooperation for the strategy to combat poverty, the problems that persisted showed the poor focus of the investment, the loss of objectives, the leaking of aid and the dispersion of the programs, in addition to the serious problems of administration of the resources. Second, because reelectionist political campaigns were associated with the intensification and expansion of food support for urban and rural populations.

Every person who travels by car, especially those who live in or nearby dense urban areas, is well familiarized with traffic jams on the highway. With the aim of mitigating traffic congestion, several technologies have been developed over the years to design intelligent transportation systems capable of controlling traffic dynamically or statically. In other words, they are either programmed to adapt to current traffic conditions or have preset working modes saved in their system. Other solutions to the congestion problem include the opening of part-time shoulders, high-occupancy vehicle lanes, congestion pricing, coordination between adjacent ju-risdictions, transportation agencies temporarily taking control of traffic during heavy weather or at accident scenes, among others. Their implementation has resulted to be beneficial for the overall traffic flow by providing reliable travel tim...

Recent international evaluations regarding educational level have revealed that Peru is in the rankings of countries with the lowest performance in various subjects, including mathematics. The Polya method is presented as a solution to this serious situation, which assures that if its four steps are considered, better results will be obtained than the traditional method of teaching mathematics. This study narrates the application of a motivational program, in which the Polya method was applied in order to improve the solving of mathematical problem solving in the third grade of secondary school in educational institutions in Peru. The researchers identified two groups of students, one composed of 39 students in which mathematics was taught applying the traditional method (control group), and another group of students composed of 41 students in which this program was applied (experimental...

The recent suspension of U.S. government support for various health and development programs in Latin America highlights the risks of dependence on foreign cooperation. This decision compromises Peru's progress in public health, particularly in strategic areas such as HIV prevention, tuberculosis control, and the elimination of communicable diseases. Despite the historical dependence on international cooperation, USAID reports have highlighted the potential for self-sustainability of the programs implemented in Peru. However, the suspension of foreign support significantly impacts on the development of activities that favor health care coverage, continuity of services, and research capacity in public health. These effects could be sustained in the long term, with consequences that are difficult to reverse if compensation measures or national strengthening strategies are not adopted.

The text explores some basic ideas about the epistemology behind the theory of Structural Realism, or Neorealism, by Kenneth Waltz. First, the problem of descriptive interpretation of theories, particularly in the discipline of International Relations, as well as certain critical conceptions that arise from this logic. Second, the formal structure of the theoretical programs is analyzed in general, with an emphasis on the theoretical structure of Structural Realism. The notion of the duality of international political phenomena is described as an element central to the core of empirical laws and principles of theory, defining its purpose and establishing its scope and limitations. Finally, the last section explores the predictive potential of international relations theories, elaborating a critical approach to these issues from the theory itself. Finally, the conclusions consider the con...

This paper examines internal investigations as an essential component of prevention models established under Law 30424 in Peru. Since the implementation of this regulation in 2017, supplemented by its 2019 decree, legal entities are required to adopt compliance programs or prevention models, known as Criminal Compliance, to mitigate the risks of criminal offenses. A key element of these models is the whistleblowing procedure, which includes internal investigations designed to identify crime indicators and ensure the validity of results. The study underscores the need to distinguish internal investigations from criminal investigations. The former are private, voluntary, and focused on organizational learning, while the latter are public, mandatory, and conducted by the Public Prosecutor’s Office with punitive and legal liability objectives. A paradigm shift is proposed to view internal ...

The objective of this research was to demonstrate the influence of knowledge management on the attitudes and perceptions toward learning among students enrolled in an Industrial Engineering doctoral program of a public university. The study follows the knowledge spiral model and adopts an applied and quantitative approach with a quasi-experimental, explanatory design. The sample consists of all the doctoral students enrolled in the program, and the study uses a census sample of 22 students. Although two specific hypotheses presented negative results, the study finds that the attitudes and perceptions of students toward the combination and internalization of knowledge have exceeded expectations, albeit with a lower baseline than initially proposed. However, the study suggests that there is still room for improvement in knowledge management practices.

Carbapenem-resistant Acinetobacter baumannii is the top-ranked pathogen in the World Health Organization priority list of antibiotic-resistant bacteria. It emerged as a global pathogen due to the successful expansion of a few epidemic lineages, or international clones (ICs), producing acquired class D carbapenemases (OXA-type). During the past decade, however, reports regarding IC-I isolates in Latin America are scarce and are non-existent for IC-II and IC-III isolates. This study evaluates the molecular mechanisms of carbapenem resistance and the epidemiology of 80 non-duplicate clinical samples of A. baumannii collected from February 2014 through April 2016 at two tertiary care hospitals in Lima. Almost all isolates were carbapenem-resistant (97.5%), and susceptibility only remained high for colistin (95%). Pulsed-field gel electrophoresis showed two main clusters spread between both h...

The National Maternal and Child Care Program (PAMI, by its Spanish acronym) is one of Cuba’s most significant public health initiatives, providing comprehensive care to pregnant women, newborns, and postpartum mothers, leading to internationally recognized health indicators. This study aimed to conduct a historical-logical description of the indicators of the Maternal and Child Care Program at the Policlínico Docente “Carlos Juan Finlay” duringmedical care practices. To achieve this,  ethodological-assistance and managerial strategies were developed, supported by the historical-logical method, to strengthen PAMI—specifcally, the infant mortality rate in children under one year of age at the Policlínico Docente “Carlos Juan Finlay”. The implementation of the scientifc-methodological and managerial strategy was adjusted during medical care practices, improving the outcomes o...

As of the validity of the New University Law 30220, the university quality assurance policy is applied, marking a milestone for the verification and supervision of basic quality conditions, in the case of teachers in training at the initial level of education no It has been the exception, and the implementation of the missionary process of the Pre-professional Practice has been designed in the study, in such a way that a value is generated at a pedagogical, institutional and social level. To achieve the objective, the study was developed with a mixed approach and a pre-experimental design that allowed to show the benefits of the research, obtaining results of significant improvement in the satisfaction of the students who take the Practice course by applying the T-Student test that gave a value of 4.860, which generated a p = 0.000 value lower than 0.05. Thus concluding that the implemen...

Malaria remains endemic in 17 countries in the Americas, where 723,000 cases were reported in 2019. The majority (>90%) of the regional malaria burden is found within the Amazon Basin, which includes nine countries and territories in South America. Locally generated evidence is critical to provide information to public health decision makers upon which the design of efficient and regionally directed malaria control and elimination programs can be built. Plasmodium vivax is the predominant malaria parasite in the Amazon Basin. This parasite species appears to be more resilient to malaria control strategies worldwide. Asymptomatic Plasmodiuminfections constitute a potentially infectious reservoir that is typically missed by routine microscopy-based surveillance and often remains untreated. The primary Amazonian malaria vector, Nyssorhynchus (formerly Anopheles) darlingi, has changed its be...
