Linguistic corpus annotation is one of the most important phases for solving Natural Language Processing (NLP) tasks, as these methods are deeply involved with corpus-based techniques. However, meta-data annotation is a highly laborious manual task. A supportive alternative requires the use of computational tools. They are likely to simplify some of these operations, while can be adjusted appropriately to the needs of particular language features at the same time. Therefore, this paper presents ChAnot, a web-based annotation tool developed for Peruvian indigenous and highly agglutinative languages, where Shipibo-Konibo was the case study. This new tool is able to support a diverse set of linguistic annotation tasks, such as word segmentation, POS-tag markup, among others. Also, it includes a suggestion engine based on historic and machine learning models, and a set of statistics about pr...

This paper analyzes the impact of reducing output tariffs (i.e., domestic tariffs on import of final goods) and input tariffs (i.e., domestic tariffs on imports of intermediate goods) on total factor productivity growth of Peruvian manufacturing firms. Peru’s annual survey of manufacturing data from 2003–2017 is used to explore the reduction of tariffs during three preferential trade agreements: United States, China, and the European Union. Lower output tari˙s could decrease productivity by reducing firm’s market share or could increase productivity by inducing tougher import competition, while cheaper imported inputs can raise productivity via learning, variety, and quality effects. The results show that a decrease in output tariffs decreases Peruvian firms’ productivity growth for non-exporters (i.e., domestic firms producing goods that are also imported) while increasing prod...

The widespread of 3D-printing technology has resulted in the appearance of many open-source prosthetic hand models, especially for partial hand amputations. However, most of these designs are not editable and while some are parametric to some degree, customization for every user is limited to scaling the size of a base design. As consequence, most prostheses fail to closely match the user specific anthropometry and have poor aesthetics, which could result in abandonment of the device. Furthermore, achieving a high degree of customization could be a time-consuming task and requires previous knowledge of CAD design. This work presents a prosthetic hand easy to customize by changing parametric dimensions of the finger phalanges and palm on an Excel sheet. Additionally, the design tackles common issues from previous 3D-printed body-powered prosthetic hands by incorporating new features such ...

Documentary interview methodologies are often oversimplified and undertheorized, and talking-heads, the technique most strongly associated with the documentary interview, is often perceived as the sole technique for interviewing while it is only one among many. Alternate methodologies are possible, that take into account the sensorial world, moving beyond the talking-head. Encompassing a multisensory approach not only to interview but also to the entire filmmaking process, I have developed a new method of interviewing called the panesthetic method. Baffle Their Minds with Bullsh*t, Kerry Leigh (2013) features a talking head interview style, while in The Blooming (working title), I stay connected by a lav microphone for over 18+ hours on a boat to Wynn, my interviewee. In contrasting these two case studies, the panesthetic approach emerges as a methodological path to rethi...

The term «fragmentation» designates the breaking up, the reduction to fragments, of something that was a whole. It implies the factual premise, that indeed, before it was fragmented, something unitary existed and the value judgment that fragmentation is bad while unity is good. Debates about fragmentation of international law started without discussing the factual correctness of the unity of international law and saw fragmentation with concern, as a risk to be avoided.

ndoubtedly trade in energy resources such as oil and gas represents a significant part of world trade flows. For instance, fuels alone represented 77% of the world natural resources exports (USD 2.9 trillion) in 2008. Its relevance will increase in the coming years driven chiefly by emerging economies. Indeed, the International Energy Agency (IEA) projects that oil demand will increase 1% per year, while gas demand 1.5% per year by 2030.

The government of Colombia and the Revolutionary Armed Forces of Colombia (FARC) have signed agreements heralding an era of “peace” for the country. While the end of the confrontation brings many opportunities, it also poses numerous challenges. This article argues that the most significant of these challenges is the potential for the conflict to merely transform into a socio-environmental conflict. Indeed, the mere signing of the peace agreements does not constitute a guarantee to prevent the escalation of conflict in some regions. To prevent this, the dynamics of dialogue and consensus evidenced in the negotiations that took place in Havana must be replicated at a local level in the territories that once were dominated by the FARC. Improved security conditions deriving from the ceasefire have shown propitious for the development of extractive activities in territories previously ri...

In this essay, I analyze the science fiction narrative of the film District 9 as a dismantling device for the biopolitical strategies of contemporary liberal democracy. While obscenely legitimizing the utilitarian, post-colonial, and violent characteristics of its forms of representation and subjectivation, the film shows how this global order also sediments epistemic dogmas and regimes of truth, camouflaged through its multicultural recognition policies. As a counterpart, I identify the empathetic relation of the protagonists, and their seek for other possible bonds between the various human and non-human manifestations, making their conditions of possibility visible in the fictions of encounter that the narrative poses to spectators performative imitation. Finally, although I focus on textual interpretation, the predominant approach in the field of film studies, I outline the film’s ...

This paper explores the reasons embedded in the original architecture of both the international trade and monetary regimes that determined different outcomes for both. It proposes that the original version of the Bretton Woods monetary regime showed faster its essential failures and basically had to be replaced as early as 1971, while the trade regime embodied in the GATT and later in the WTO managed to at least survive until present day. It posits that correspondence (or the lack of it) of the basic characteristics of the said regimes with the underlying political reality where the regimes would apply (in line with Ruggie´s depiction of «embedded liberalism») accounts for the differentiated outcomes. It explains that the international trade regime showed more flexible traits that allowed it to adjust to the underlying political and led to its survival. The lack of that adaptability e...

The main innovation included in the United Nations Convention on the Law of the Sea (Montego Bay, 1982; Unclos) is the concept of common heritage of mankind.1While other important new aspects of the Unclos, such as the exclusive economic zone or the regime relating to the protection of the marine environment, are the result of the natural evolution of international law of the sea, the concept of common heritage of mankind has a revolutionary character. It presupposes a third kind of regime which is different from both the traditional regimes of sovereignty, applicable in the territorial sea, and of freedom, applicable on the high seas.

Through a correspondence study in Peru between July and September of 2021, we analyze the probability of Peruvian and Venezuelan applicants receiving callbacks to participate in a second stage of a job selection process. We studied the difference in the response rate by nationality and tested potential mechanisms to reduce it, like holding a temporary residence permit (PTP) or having previous work experience in Peru. We find evidence of discrimination towards Venezuelan immigrants, as they have 4 percentage points less probability of receiving a callback than their Peruvian counterpart (a 43% difference with the control group rate). While previous work experience in Peru offsets the gap, holding a PTP does not attenuate employment discrimination.

The great monotheistic religions -Judaism, Christianity, and Islam- agree in announcing God’s love for men, while demanding men’s love for God and for their neighbors. However, a brief look at these religions’ praxis leads to doubt whether this love is not a mere statement, while in history and at present were and are still imposed exclusive truth claims exercising violence against the adepts of the own religion ("internally”) and, in especial, against the followers of other religions ("externally”) in order to attain political power. Now, a distinction between the just sovereign power of God and detrimental violence should be made, asides from the fact that God’s sovereign power and God’s concept is not the same in the three great monotheistic religions. In Judaism God governs with love and as king, in Christianity with love and as servant, in Islam with love and majesty. ...

This text shows the impact of the Wari Empire on the way of life of the local population at the coastal site of Ancon, through the analysis of non-specific bone stress, as well as the traceology of the manufacturing techniques of malacological and lapidary funerary objects. The research on 11 individuals from the Necropolis of Miramar corresponding to the end of the Middle Horizon (800-1100 AD) is presented and the characterization of 72 malacological and lapidary pieces with scanning electron microscope and experimental archaeology. The result of the bone analysis shows that the greatest vulnerability occurred in children under two years old and young male adults, while the neonates and infants having the greatest amount and variety of stone materials from different regions of the Central Andes and mollusks from tropical waters. Despite the diversity of origins, the craft production of ...

This research seeks to contribute to identifying the central elements of the phenomenon of violence by conceptualizing physical violence. In this way, by identifying the elements for the concept of physical violence, it also identifies the elements for a more general conception of violence and its various manifestations. While it seems intuitively obvious what constitutes physical violence, several ambiguities appear under a more detailed examination. A simple question can illustrate this: are all homicides acts of physical violence? While an intentional homicide caused by a gunshot is an act of violence, is it also a death caused in a traffic accident? There is no obvious answer to this second question. In order to develop an answer, it is necessary first to conceptualize physical violence, but there is no specific research that clarifies its meaning. The research contributes to fill th...

The search for microchannel wall modifications of simple use, that provide the desired functionality while the nonspecific adsorption is reduced to a mínimum, has allowed the development of new wall coatings. Specifically, the study of modifications that will enable to create robust microfluidic devices for the direct analysis of complex samples in which no sample pretreatment is required, are becoming a very important field of research, since they will allow microfluidic devices to become the analytical tool of choice for pharmaceutical and bioanalytical research fields.
