This article presents the implementation of ISO/IEC 29110 in a four-person IT startup company in Peru. After completing the implementation of the ISO/IEC 29110 project management and software implementation processes using an agile approach, the next step was to execute these processes in a project with an actual customer: software that facilitates communication between clients and legal consultants at the second-largest insurance companies in Peru. Managing the project and developing the software took about 900 hours. Using ISO/ IEC 29110 software engineering practices enabled the startup to plan and execute the project while expending only 18 percent of the total project effort on rework (i.e., wasted effort). In this article, the authors also describe the steps and the effort required by the VSE to be granted an ISO/IEC 29110 certificate of conformity. The startup became the first Per...

Latin America has not been unaffected by situations of armed conflict or other situations of violence. These situations require analysis from both theoretical and practical approaches. A key component of these analysis has been - and continues to be - the need to guarantee the compatibility of national legal systems with International Criminal Law, with the aim of fighting against impunity and to prevent the commission of international crimes. This translates into the need to carry out a comprehensive implementation of obligations arising from relevant treaties in this area ratified by States. This factor could guarantee that countries in the region have adequate legal tools to make a correct legal assessment of armed conflicts or situations of violence which may amount to international crimes and crimes related to the use of force by State agents; in order to apply the relevant legal fr...

The article exposes the results of a critical analysis of the implementation process of the program Escuela Nueva in Colombia. It proposes a review at the policy borrowing process from an international perspective, as well as a description of the dynamics of implementation within the Colombian context. For such aim, an exhaustive analysis was performed by implementing a qualitative documentary review, using a typological sample selection of sources. The conclusions suggest the need to consider attendance and transition indicators as key elements for decision making regarding the continuity, diversification and improvement of the program, as well as the urgency of unifying the national goals in pursuit of a coordinated implementation of rural programs.

The research has shown that, in Peru, public institutions have a deficient service in document management, as a result, it generates loss of time, accumulation and low security of documents, which affects citizens. Therefore, this paper proposes to implement RPA technology through a web system, which has been developed, as objective of automating the workflow and avoiding performing repetitive tasks. This technological solution will generate great improvements for public institutions such as the reduction of the attention time for a procedure in order to prevent the dissatisfaction of citizens. The proposed solution is verified through evaluations based on the indicators presented. Finally, a considerable improvement was shown in the procedures, improving the experience of citizens and workers by reducing the attention time from 516 minutes to 490 minutes on average, which implies a savi...

The Peruvian AEC industry has started implementing VDC and BIM in public projects due to recent regulations that state the progressive adoption of BIM (as a methodology) in public construction. Regardless of the benefits of these new approaches, some challenges to VDC implementation have emerged as a response to the resistance to change of the Peruvian AEC industry, which is stronger in the Peruvian public sector. The aim of this paper is to present the challenges found in the author´s VDC implementation experience in a public project, as part of the third VDC Certificate Program in Lima lead by CIFE from Stanford University. These challenges will be identified based on a schema, constructed by the literature review. The results show that the main challenges found are the lack of commitment and the lack of collaboration between stakeholders. These results suggest the need to overcome th...

Lean Six Sigma (LSS) is one of the essential and applicable techniques for any organisation in the 21st century, including small and medium-sized enterprises (SMEs), that wish to grow their competitive advantages. The LSS approach’s insights offer an optimal vision for reducing technical gaps and assessing performance indicators. This case study aimed to improve service-level performance in a gaming peripherals SME by incorporating traditional engineering tools into the Define, Measure, Analyse, Improve, and Control (DMAIC) framework, validating its results through a two-month pilot plan, and analysing process improvement via statistical software. The study’s findings revealed that SMEs could effectively control delays in order processing through statistical control planning regardless of financial capabilities.
