This work try to show that cognitive processes about social reality are found influenced by different flows of ideas, which once they established as knowledge perspectives, they are constituted in paradigms of interpretations that through language are expressed in systems of beliefs that define to those who support it: world’s nature, place of the individual on it, possible relationship facing that world and the relationship among individuals itself.

This essay offers a feasible and verifiable theoretical basis for affirming what is called the fourth procedural paradigm, corresponding to the constitutional perspective of the civil procedure or the constitutionalization of it, as an overcoming of its previous classical and instrumentalist stages. To this end, through the interdisciplinary method, the research uses constitutional law, legal interpretation and procedural law to reshape the theoretical bases of the civil process and give it a constitutionalized value through the recognition of fundamental procedural rights as directly applicable norms containing optimization mandates. The objective of this research work is to identify the relationship between the evaluation paradigms, the evaluation of the teaching-learning process and the relationship between the types of evaluation, in students of the Professional Career of Mathematical Sciences and Informatics of the Faculty of Education of the National University of Central Peru. For this purpose, we worked on a population of 250 students distributed over five academic semesters, from which a sample of 95 students was obtained, to whom validated questionnaires and rubrics were applied. The research design was correlational. The results are significant between the paradigms and types of evaluation that are developed at the university level taking into account academic performance and its relationship with the National Basic Education Curriculum and the evaluation system of the National University of Central Peru.

El artículo analiza el progresivo proceso de desregulación de las relaciones laborales y sociales a través de la retirada del Estado y de los poderes públicos, así como de la Administración Pública, en el control y dirección de las relaciones de este tipo, tanto individuales como colectivas. La comparativa se efectúa entre el modelo español y peruano, pero muy especialmente entre la regulación de la Unión Europea y de diversos países de América Latina. Se distingue en el artículo entre la intervención “pública” –regulación legislativa o gubernamental– de la intervención “administrativa”, control por parte de la Administración de las relaciones laborales, especialmente en este supuesto a través de los órganos de la inspección de trabajo.

En el marco del décimo aniversario de la apertura del mercado de telecomunicaciones en Costa Rica, se hace relevante mirar hacia atrás y valorar el camino recorrido hasta ahora. Esta apertura ha presentado, desde luego, una serie de desafíos; empero, también ha confirmado la importancia que tienen las potestades atribuidas a la Superintendencia de Telecomunicaciones (SUTEL) para promover la competencia. Con todo, aún nos encontramos en un proceso de transición que no ha culminado, pues sólo ciertos servicios han sido declarados en competencia efectiva, lo cual representa un enorme reto ante el despliegue de nuevas tecnologías.
