In this article we analyze the value of truth in transition processes, when after going through totalitarian regimes there is a special difficulty in achieving justice. The author develops the work that the specially created bodies have done for these cases and the sense that the truth acquires within the criminal processes. Finally, two examples of how similar processes have occurred in a couple of countries are presented.

The modernization of public management in local governments consists, among other things, in the implementation of the results-based approach. In this way, entities must continue to promote and implement measures and actions to improve goods and services for citizens. Among its characteristics is the strengthening of decentralization. For this reason, the public management modernization process has five pillars, including the Civil Service, which tries to perfect public servants based on meritocracy and turn them into true public managers. For this, the public system of SERVIR was created and promoted. The main objective of this article is to present the case of the District Municipality of Paucara, in its attempt to transition to the Civil Service Law, through revisions of the current regulatory framework. In the conclusions, information is provided to the public servants who participat...

Electoral processes are one of the most important pillars of democracy. Transparent, fair and representative elections are the basis of the Western democracies. However, holding electoral processes does not necessarily guarantee the establishment and exercise of the democracy. Elections based on intimidation, threats, insecurity, fear, violence, harassment, fraud, vote buying, abuse, manipulation and exploitation of vulnerable conditions are threats to democracy and an expression of the exercise of corruption. Latin America in recent years has been characterized by adopting democratic governments. In recent decades, almost all countries in the region have managed to overthrow authoritarian, military and dictatorial governments. However, the democratic exercise of citizens in local, regional and national elections is often questioned due to the lack of integrity and transparency of the pr...

Hope, optimism and commitment were part of the values deposited in the foundation of our Allpanchis magazine. Perhaps the best evidence of this is the name itself, which, in its Spanish version, intones the psalm: «our land will give its fruit», a profound interpellation that, in addition to the clear theological and pastoral agenda of its time, can be read as the commitment to the academic potential of our heritage. It did not take many years for the intellectual achievements of the research body of what was the Andean Pastoral Institute (IPA) to begin to be reaped, both companies run by a cohort of bishops, priests, nuns and pastoral agents. Within the research projects of the IPA, aimed at understanding the social processes and practices of its time from a religious and scientific perspective, Allpanchis played a key role in that it offered a space for reflection aimed at the ...

This paper analyzes the process of accreditation of victims in the Special Jurisdiction for Peace (JEP) procedure, in accordance with the requirements of the 100 Brasilia Rules. To this end, it will study the concept of «victim» in both the 100 Brasilia Rules and the SJP, as well as its consequences for the protection of vulnerable populations. Then, it will address the process of accreditation of the victims of the Colombian armed conflict before the JEP, as well as its progress and challenges concerning the rights of the vulnerable population, especially their access to justice. The conclusions will focus on the progress, challenges, and recommendations that emerge from the above analysis.

This essay explores an ontology of being with existential possibilities within the framework of developing a proposal for an ontological pedagogy. At the core of this ontology lies the notion of autonomy. To fully understand it, a dialogue is established between enaction and neurophenomenology (Varela), philosophy of mind (Dennett), and Heidegger’s philosophy, complemented by elements of art and popular culture. This innovative approach shifts the focus of educational sciences toward meaning and purpose, rather than merely instrumental components in any sense of the word. Ultimately, it is students who benefit, while teachers themselves undergo a process of transformation.

This article provides a comprehensive analysis of the legal evolution during the transition from colonies to independent republics in the region. It delves into the challenges and conflicts inherent to this process, including the struggle for autonomy, the consolidation of political and organizational systems, along with the rearrangement of legal structures left by colonialism. Furthermore, it highlights crucial moments such as the emergence of new nations and the consolidation of institutions that improved the application of law in these societies. This study offers a solid foundation for understanding the current state of law in Latin America, anchored in the history of law during the transition to the Republic. It also provides relevant reflections on the future of the legal system in the region, rooted in the historical lessons learned during this critical period of political and le...

This work analyzes some of the preliminary implications that the COVID-19 pandemic has had in Higher Education. Faced with the panorama of global repression and immediate impacts, different Higher Education Institutions decided to adopt distance education. The same that has not only led to re-inventing teaching and reorganizing the teaching-learning process. But besides, it also deepened the gap and the real structural conditions of a disadvantaged student population. Consequently, it is doubly meritorious to strengthen a distance education that does not only include the mere participation of the training institutions themselves. On the contrary, given the extraordinary situation, it will be necessary for the different levels of government to intervene in order to redouble efforts in educational measures, programs and policies that effectively guarantee the right to distance learning at ...

Traditional media (press, radio and television) in South America have better expectations regarding the process of digital transition faced by communication companies and industries on a global level. This hypothesis is contrasted by comparing two elements. First, the evolution trends of the media sector in Latin America collected by sectorial databases of the World Association of Newspapers and New Publishers, the Eurodata´s general audience report, the Pew State of the News Media and the Global Entertainment & Media Outlook 2016-2020. Second, the results of an own survey to 166 managers from 19 Latin American countries. Media managers from the area confirm that traditional media will grow up to 5% and digital media and advertising could reach 10% and more in the coming years..

The present article reports on preliminary results of a research inthe psychosocial impact of transitional justice in Peru, after ten years of the Final Report of the Truth and Reconciliation Committee - TRC. Its general objective was to learn about the perceptions on transitional justice processes, particularly in the case of the TRC in Peru. Graphics and discursive materials that account for individual and collective narrative of direct and no direct victims in Huamanga were analyzed, which were obtained as part of a larger study on the psychosocial impact of the Truth and Reconciliation Committee - CVR. The results suggest that there are different expe- riences of violence that are characterized by being recurrent and continuous in time despite transitional justice processes and that the processes have emotional costs but also benefits that allow us to build democratic coexist...

Transportation is the sector that has contributed the most to the generation of greenhouse gases (GHG) in Peru, representing 40% of energy-related emissions. For this purpose, it is necessary to promote the energy transition as a process to reduce dependence on fossil fuels and increase the use of renewable energy resources (RER) in this sector. The challenge consists in electrification, and in an electrical matrix based mainly on the RERs. Therefore, the objective of this research has been to analyze the energy policies of the main Peruvian public entities related to the environment, energy and transportation, in order to evaluate the level of progress on the energy transition goals for transportation. As a conclusion, it has been identified that, although there are estimations of national energy consumption and supported future projections, the documents do not contain in detail the el...

The article analyzes the migratory transits that transvestites/trans Peruvians carry out after leaving their contexts of origin. Experiencing different discriminations, vulnerabilities and violence in Peru, they decide to move to live in better conditions. For this reason, they migrate to AMBA, Argentina and after a while they move to Europe, where they go through experiences of a diverse nature. The migration of transvestites/trans Peruvians is unstable as a consequence of the hostilities they experience in receiving destinations. Consequently, they must go in search of less hostile settings, which is why mobility represents one of the main characteristics of their biographical trajectories. A qualitative methodology is used that uses the in-depth interview and, in a complementary way, the participant observation. A theoretical sample was made and the ATLAS.ti software was used to proce...

Carbon-nitrogen (C–N) bond forming reactions are fundamental transformations in nature and also basic processes for the preparation of molecules and materials relevant to human activities. The development of new and efficient reactions for the formation of C–N bonds are therefore of great interest in academic and industrial settings. Progress in the last 20 years has focused mainly in Csp2–N bond forming processes; however, there is growing range of transition metal catalyzed reactions for the introduction of nitrogen in alkyl frameworks (Csp3–N bond formation). This article describes a selection of modern catalytic methods for the formation of C–N bonds.
