The current approach to deal with unwanted situations is to make decisions based on concepts and pre-defined paradigms, this “solves” an aspect of the problem, but creates failures in other aspects which become even more serious problems than the original. The resolution of problems is handled in a strategic level, it requires a change of approach to face reality. For this, apply a tool that incorporates in a matrix array for solving complex problems, it is constructed by two Cartesian axes that define four dimensions and four analysis fields. The problem of safe obstetrical care has special relevance in recent years due to the interest of health professionals in reducing adverse events and improving healthcare. However, this is pursued in complex, uncertain and variable scenarios and risks, where human behavior may increase the probability of error. We often have to make short term decisions when attending two patients simultaneously – mother and fetus-, and the mother expects a deferential treatment during pregnancy, delivery and the puerperium. These processes involve multiple activities and tasks, and failures may occur. Faced with the paradigm change of involving the patient in the care and decision making process, we have to provide them with the most complete evidence, to avoid contingencies and to obtain the best possible results.

We begin 2017 with a new issue of the Journal of the Institute of Economic and Social Research (IECOS) with the experience acquired over several years of intellectual development and inquiries into the national economic reality, preserving the interest in contributing useful interpretations to the country's problems in the different areas in which the economic, statistical and social approach is present. Any research journal should be a means of expansion and transfer of knowledge acquired in the university classrooms. In this sense, it is also a bridge that allows communicating to the outside world the development and accumulation of systematic thought derived from previous research, opening the way to a context of ideas and debates in which we should all feel part of in order to contribute to the advancement of scientific culture.

Basically, the problem philosophy is to solve if wheth-er the origin of things come from a fact realized by a supernatural being -expressed as an “idealistic” origin- or the other, which states, that the origin of things, is evolution of the matter itself and is known like “materialistic” origin. The article aims to describe some optimization problems and their application in managerial and financial decision-making at organizations. This description is made from two approaches, first from the perspective of data analysis, where we see that these types of problems are in the stage of prescriptive analysis and, secondly, from a more formal or mathematical perspective where we see that they are part of the branch of analytical models. This type of analytical model can be proposed through three basic components: a target variable, decision or control variables and constraints. In this context, various application cases are reviewed and, finally, we will explain with a simple example, the use of the Solver function of Excel for the resolution of this type of problems through the simplex method.
