Inclusive education is an urgent need in the Peruvian educational system. The Education Act states that this is a right for all without distinction, however education for children with special abilities have been locked up in special schools, limiting participants to a confined education, avoiding social interaction with peers and socialization in their midst. The research presented aims to provide input regarding the updating of teaching and non-teachers working in special and basic education in regular primary education, it is proposed a training program in Inclusive Education and its new approach to help to overcome the condition of children with special educational needs for social integration.

Public Budgeting Program 068 (PP068 by its Spanish initials) is part of the National System for Disaster Risk Management financial strategy and is linked to disaster risk management processes—among them, the processes of Reactive Management (GR by its Spanish initials). It enables articulated interventions between entities from the three government levels to reduce the vulnerability of the population and their means of living. The study determined the relationship between PP068 and GR based on the budget allocation for the products and actions aimed at the preparation, response and rehabilitation processes. The start-up industry is proliferating in Latin America, which represents an opportunity to overcome the crisis caused by the COVID-19 pandemic. This research first identifies the barriers to entrepreneurship in Peru by foreign female start-up founders. Next, it characterizes the process of start-up internationalization and it guides the design of soft-landing programs in Peru. Finally, it discusses the opportunity and potential for attracting diverse post-pandemic COVID-19 entrepreneurial talent and proposes recommendations for women looking to Peru for internationalization.

Esta investigación identifica las barreras al emprendimiento en el Perú que deben sobrepasar las mujeres extranjeras fundadoras de startups, caracteriza el proceso de internacionalización de startups, y entrega una guía para el diseño de programas de soft-landing en el Perú. Se discute la oportunidad y el potencial de atraer talento diverso emprendedor post-pandemia COVID-19 y se entregan recomendaciones para mujeres que deseen internacionalizarse hacia el Perú.

This study analyzes factors that allow local officials to overcome design distortions generated during the process of registering beneficiaries of the «Vaso de Leche» Program in a context in which these beneficiaries are powerful social actors who have a capacity for collective action. This study was conducted between 2002 and 2010 in Villa El Salvador, a district of metropolitan Lima. Villa El Salvador municipal authorities selected beneficiaries without considering the target population as established by the official regulations. This variation from established norms is understood in this study as a «design distortion». In Peru, there are papers that study the dynamics of poverty; nevertheless, these documents do not make differences between levels of severity: extreme poverty and non-extreme poverty. In this sense, the main objective of this research is to identify the factors that make the households slip into and out of the extreme and non-extreme poverty in Peru (2003-2006). This paper finds out that there are different factors that make extreme and non-extreme poor households arrive to non-poverty.
